A. MOTION TO APPROVE Agreement between Broward County and the City of Wilton Manors providing for administration of funds for the Homebuyer Purchase Assistance Program in the amount of $100,000 with a term from date of execution to December 31, 2020; authorizing the Mayor and Clerk to execute same; and authorizing the County Administrator to execute amendments to the agreement, subject to approval by the Office of the County Attorney.

B. MOTION TO ADOPT budget Resolution No. 2019-025 to appropriate revenue in the amount of $100,000 for the purpose of administering the agreement with the City of Wilton Manors. (Commission District 7)

Motion A: Board action is required to approve agreements with outside organizations.
 
Motion B: Board action is required to adopt budget Resolutions to receive and expend revenue.
What Action Accomplishes
Motion A: Approval of this agreement will enable County staff to administer a Homebuyer Purchase Assistance Program for the City of Wilton Manors resulting in a minimum of two income eligible homebuyers purchasing homes in the City of Wilton Manors.

Motion B: Adoption of the budget Resolution will allow receipt of funding from the City of Wilton Manors and expenditure of County funding for Homebuyer Purchase Assistance. The expenditure will be reimbursed by the City of Wilton Manors.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION APPROVES THIS MOTION.

This item supports the County Commission’s VALUE to “Offer sustainable, compatible, innovative housing options for all income-levels, including integrated housing, permanent support housing” and the GOAL to “Promote housing and community redevelopment that integrates energy efficiency, community resilience, and other livability standards and initiatives.”

The City of Wilton Manors requested assistance from the Housing Finance and Community Redevelopment Division (HFCRD) with administering its Homebuyer Purchase Assistance Program because it does not currently operate such a program. The City funding is available in its Affordable Housing Trust Fund, and it is estimated that HFCRD will be able to work with a minimum of two homebuyers toward purchasing a home in the City of Wilton Manors. In return the City will pay the county $15,000 for services rendered. All costs for purchase assistance and administration will be reimbursed by the City.

The Agreement has been approved as to form by the Office of the County Attorney.

Fiscal Impact
Fiscal Impact/Cost Summary:
The county will receive $15,000 form the City of Wilton Manors to cover administrative expenses in Fiscal Year 2019. The County will invoice the City in order to be reimbursed for $85,000 in direct client service expenditures in Fiscal Year 2019/Fiscal Year 2020 for the homebuyer assistance program. In total the county will receive $100,000 from the City of Wilton Manors.
