Requested Action
MOTION TO AWARD open-end contract to low responsive and responsible bidder, Madsen/Barr Corporation for Fire Hydrant Maintenance and Repair Services, Bid No. BLD2116617B1, for Water and Wastewater Services and other various County agencies that may have need for these services, in the annual estimated amount of $538,597, which includes allowances for miscellaneous parts and materials and non-Broward County permit fees in the estimated annual amount of $10,000, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $1,615,793. The initial contract period shall begin on date of award and shall terminate one year from that date.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) designated this solicitation as a reserved solicitation for certified County Business Enterprises (CBE). The OESBD reviewed the bids and determined Madsen/Barr Corporation meets the eligibility criteria of the CBE Reserve Program (Exhibit 2).

The purpose of this contract is to provide all labor, equipment, testing, tools, transportation and materials necessary to perform fire hydrant maintenance and repair services for all Broward County-maintained fire hydrants.

The allowance items incorporated into this contract, in the total annual estimated amount of $10,000, is for miscellaneous parts and materials and non-Broward County permit fees that may be required during this contract. Expenditures under these allowance items must be approved by the Contract Administrator and will be reimbursed at the Contractor’s actual incurred cost, without mark-up (Exhibit 1).

In accordance with the Broward County Administrative Code, Section 26-101 (i), these services are covered services. Madsen/Barr Corporation has agreed to be bound to the contractual obligations of the Living Wage Ordinance, as amended (Exhibit 5).

The Director of Purchasing determined the low bidder, R&M Service Solutions, LLC, to be non-responsive due to not meeting the County Business Enterprise (CBE) requirement as determined by the Office of Economic and Development's CBE compliance review. 

Water and Wastewater Services Division reviewed the bid submitted by Madsen/Barr Corporation and concurs with the recommendation for award (Exhibit 3). Nine evaluations were completed for Madsen/Barr Corporation; the firm has an overall rating of 4.73 out of a possible 5. Copies of vendor performance evaluations are available upon request.

Incumbent: Hydromax USA, LLC; Contract Number and Title: Y1330801B2, Fire Hydrant Service and Repair; Contract Term: August 11, 2015 through August 10, 2018; Expenditures to date: $342,597.40.

The previous contract, Contract No. Y1330801B2 was awarded by the Board on August 11, 2015 (Item No. 42), was effective on date of award, and was due to expire on August 20, 2018. The County, then, invoked the 90-day extension clause from August 10, 2018 to November 8, 2018, as allowed by this contract.

Interim Contract No. BLD2116617X1 with Madsen/Barr Corporation, in the amount of $34,513.95, was approved by the Director of Purchasing utilizing the same pricing, terms and conditions as Solicitation No. BLD2116617B1 in order to provide the referenced services from November 9, 2018 to February 8, 2019.

The recommendation for award for this solicitation was posted from November 8, 2018 through November 15, 2018, recommending Madsen/Barr Corporation for award.

The bid posted on August 27, 2018 and opened on September 7, 2018; three bids were received with no declinations (Exhibit 1).

There was no protest or appeal filed regarding this procurement.
