In accordance with the Broward County Procurement Code, Section 21.32, Competitive Sealed Proposals, Board approval is required for advertisement of competitive sealed proposals that have an anticipated total value of more than $500,000.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of “Ensuring economic opportunities for Broward's diverse population and businesses” and Goal to “Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental and community needs.”

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise goal of 25% for this project. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).

The purpose of this solicitation is to engage a qualified firm to provide a replacement parking access revenue control system (PARCS) at Broward County’s Port Everglades. The scope includes removal and disposal of the old outdated parking access equipment and replacement of a new PARCS at Northport and Midport garages and the Terminal 4, 18, and 19 surface lots. The current system at Port Everglades was manufactured by Federal APD/3M and installed in 2004. The parking system is beyond end-of-life support by the manufacturer; Federal APD/3M is no longer in business.
 
The new replacement system will conform to modern state-of-the-art PARCS standards and provide  new beneficial features, including, but not limited to, new entry and exit stations, fee computers, pay-on-foot stations for credit cards, secure intercom system, proximity card readers, control barrier gates with breakaway arms, hand-held computers for pre-cashiering during special events, central data management system with dedicated server and parking control system software to provide automatic monitoring and control of all PARCS devices connected to a secure network.

The Request for Proposals (RFP) procurement method was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services.

Fiscal Impact/Cost Summary:

The five-year potential estimated contract amount is $2,300,000 from the Port Everglades Capital Fund. Funding for this requirement will be obtained by the appropriate source at the time of release.
