MOTION TO AUTHORIZE County Administrator to approve and execute an agreement (Agreement) between Broward County (County) and T.J. Reddick Bar Foundation, Inc. (Foundation), a not-for-profit Florida corporation, for display of a painted portrait of Judge Thomas J. Reddick, Jr. at the Broward County Judicial Complex Courthouse (BCJC), commencing after full execution, for a period of five years, subject to prior approval of the agreement form by the Office of the County Attorney; authorize the County Administrator to approve and execute amendments after approval of same by the Office of the County Attorney; authorize the County Administrator to take all administrative and budgetary actions related to the Agreement. (County will pay an amount not-to-exceed $5,000 to prepare the display area.) (Commission District 7)

Summary Explanation/Background
CULTURAL DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This item supports the Board's value of "Cultivating community culture, arts, recreation and life-long learning" and goals relating to providing diverse artistic, cultural, educational and historical amenities and programs that contribute to a vibrant, multi-cultural and economically-viable community.

Judge Thomas J. Reddick, Jr. was appointed the first Black Circuit Court Judge in Broward County. He was Broward’s first Black Assistant Public Defender, first Black Court of Record Judge, and first Black judge to serve by assignment on the Fourth District Court of Appeal. He was also the first Black attorney to open an office and practice law in Broward County. Although Judge Reddick, Jr. passed away in 1993, his legacy remains.

The Foundation is a not-for-profit corporation named after the late Judge, organized through The T.J. Reddick Bar Association, Inc., a not-for-profit corporation, dedicated to promoting the professional excellence of Black lawyers in Broward County. The Foundation is commissioning a portrait of Judge Reddick, Jr., and has requested the use of an alcove on the second floor of the BCJC (Exhibit 1) which measures approximately 70” high x 144” long x 8” deep, for display of the painted portrait. The County will add lighting, a glass door and a wall stencil with the Judge’s name to the alcove, with County costs projected to be approximately $5,000, which will be paid by the County to third parties to prepare the display area. The portrait will be hung by the County on behalf of the Foundation, estimated in summer 2018. The Foundation will cover all other costs associated with the portrait and its installation. The Agreement will have a termination for convenience provision providing the County with the option to terminate.

The Broward Cultural Council (Council) will review the quality of the portrait to ensure that it creates an enhanced visual environment for the citizens and visitors of Broward County. The portrait will also enhance the aesthetic appearance of the space. The artwork will be subject to the Council's approval prior to installation.

The Agreement will be reviewed and approved as to insurance requirements by the Risk Management Division, and will be reviewed and approved as to form by the Office of the County Attorney, prior to approval and execution by the County Administrator.

Fiscal Impact/Cost Summary:
The cost of the lighting, glass door and wall stencil, estimated at approximately $5,000, will be shared by the Cultural Division and the Facilities Management Division, and is budgeted in the General Fund.
