THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated this project as a reserved project for County Business Enterprise (CBE) firms (Exhibit 2).
The purpose of this contract is to provide installation, maintenance and support of outside plant wiring and cabling for various agencies that are served by the Enterprise Technology Services Division (ETS). The scope of work includes the installation and repair of optical fiber, conduit, cable equipment, and other cable materials for outside applications necessary to ensure technology infrastructure connectivity and preserve voice and data networks. These contracts will allow ETS to respond quickly to agency service needs and expedite voice and data network repairs.
Pursuant to Section 1-81.3(e) of the County Business Opportunity Act of 2012, when a CBE reserve is established, CBEs and non-CBEs may respond to the solicitation. If no CBE firm is available to perform the reserved work, a non-CBE firm may be awarded the contract. No CBE firms responded to the solicitation for Group 2.
The procurement carries a 50% performance and payment guaranty. The Purchasing Division confirmed with the surety company that ASE Telecom & Data, Inc. has the capacity to obtain the required guaranty.
The allowances in this contract, in the annual not-to-exceed amount of $125,750, include: $10,000 for non-County agency permits and fees; $75,000 for parts, materials and miscellaneous items; $40,750 for specialized subcontractor fees and equipment rental that may be required during the course of the contract and are not covered by existing bid items. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor's actual incurred cost, without mark-up (Exhibit 1).
In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.21, these services are subject to the Workforce Investment Program. ASE Telecom & Data, Inc. agrees to be bound to the contractual obligations of the Workforce Investment Program.
The Enterprise Technology Services Division reviewed the bid submitted by ASE Telecom & Data, Inc. and concurs with this award recommendation (Exhibit 3). Fifteen vendor performance evaluations were completed for ASE Telecom & Data, Inc.; the firm has an overall rating of 4.62 out of a possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.
Purchasing Division researched the prices submitted by the recommended bidder, ASE Telecom & Data, Inc., and determined that the prices submitted are fair and reasonable in comparison to the previous Broward County contract and other governmental contracts (Exhibit 4).
There are two groups within this solicitation No. BLD2114202B1, Group 1 for Inside Plant Cabling and Group 2 for Outside Plant Cabling. Group 1 is still under review for a recommendation for award.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.

There was no protest or appeal filed regarding this procurement.
