THE HUMAN SERVICES DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action supports the Board’s Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and the Goal to "effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care."
The Broward Behavioral Health Coalition (BBHC) is the managing entity for substance abuse and mental health services in Broward County and is seeking authorization to apply for the Florida Department of Children and Families Criminal Justice, Mental Health and Substance Abuse Reinvestment Grant (Grant). Under this Grant, the Planning Council, which consists of juvenile/ criminal justice, human services, behavioral health providers and other key community stakeholders, was created to develop a comprehensive strategic plan to address the following: transforming the juvenile justice system in Broward County to increase public safety; averting increased spending; decreasing residential placements; improving treatment services. The population to be served consists of youth ages 12-21 years who have a mental health illness, substance abuse disorder, or a co-occurring mental health and substance abuse disorder and are involved in the juvenile justice system.
Over the past year the Broward Youth Reentry Collaborative met and developed a comprehensive strategic plan to address juvenile reentry solutions. The membership (Exhibit 3) complies with the requirements of Section 394.357, Florida Statutes, and seeks designation by the Board as the planning council to oversee implementation.
The Grant award is $400,000 per year, for a total of $1,200,000 for a three-year period. The Grant requires a 1:1 local match; therefore, the Human Services Department has committed a $200,140 in-kind match and the Children's Services Council of Broward County has committed an additional $200,000 in-kind match (Exhibits 2 and 4).
