THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development Division did not assign Small Business Enterprise (SBE) or County Business Enterprise (CBE) goals for this project, because there were no subcontracting opportunities for SBE or CBE contractors (Exhibit 2).
The purpose of this solicitation is to provide a contract for continuing automatic door repairs and maintenance for the Aviation Department.
In an effort to solicit potential bidders, the bid opening date was extended from September 15, 2017 to September 22, 2017 to allow for vendor outreach; however, the solicitation resulted in the receipt of a single bid submittal by J. Newton Enterprises, Inc.
The allowance in this contract, in the total amount of $3,500, includes miscellaneous parts and materials that may be encountered during the course of this contract and are not covered by existing bid items. The allowance must be approved by the contract administrator prior to purchase and will be reimbursed at the contractor's actual incurred cost, without mark-up.
The Aviation Department has reviewed the bid submitted by J. Newton Enterprises, Inc. and concurs with the recommendation for award (Exhibit 3).
In accordance with the Broward County Living Wage Ordinance, Section 26-101 (i), these are covered services. The recommended vendor, J. Newton Enterprises, Inc., has agreed to be bound to the contractual obligations of the Living Wage Ordinance.
On February 3, 2014, the Director of Purchasing approved Contract No. Z1173203B1, Automatic Door Repairs and Parts with certified Small Business Enterprise vendor, J. Newton Enterprises, Inc. The contract term started on May 20, 2014 and ended on May 19, 2017.
On April 25, 2017, the Aviation Department requested a 90-day extension to Contract No. Z1173203B1, which was approved by the Purchasing Director. The 90-day extension was effective May 18, 2017 and ended on August 19, 2017.
On July 18, 2017, the Purchasing Division contacted J. Newton Enterprises, Inc., to confirm that it was willing to accept an Interim Contract with a commencement date of August 20, 2017. J. Newton Enterprises, Inc. responded on July 18, 2017, confirming its willingness to accept an Interim Contract with all the terms and conditions of its previous contract remaining the same. The Purchasing Director awarded an Interim Contract to J. Newton Enterprises, with an effective date of August 20, 2017, on a month-to-month basis for a period not-to-exceed six months.
Five performance evaluations were completed for J. Newton Enterprises, Inc.; they have an overall average rating of 4.09 out of a possible 5.0. Copies of the vendor's performance evaluations are available upon request.

The solicitation posted on August 21, 2017 and opened on September 22, 2017; one bid was received with zero declinations (Exhibit 1).
There were no protests or appeals filed regarding this procurement.
