THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This action supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable" and the Goals to "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports" and "Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent supportive housing for persons experiencing, or at risk of, homelessness." Collaboration and funding from the FNCAC facilitates the delivery of direct services to child victims of sexual violence and abuse and their non-offending family members, while enhancing staff competencies through training to ensure quality trauma- informed services are provided to residents of Broward County.
Retroactive approval of the FNCAC Agreements is being requested as the grant award was not received until November 2017.
Funding for the Child Advocacy Trust Fund Grant is derived from court fines for certain crimes committed against minors. The FNCAC distributes these funds to the NJCC due to its designation as a Child Advocacy Center as defined in Section 39.3035, Florida Statutes. The allocation methodology is determined by the FNCAC, and the annual funding amount varies as it is dependent upon the court fines that are issued and collected. NJCC has been awarded these grants at similar funding levels on an annual basis. Grant funds will provide additional direct services to victims of child abuse and their non-offending family members (Exhibit 1B).
Section 320.08058, Florida Statutes, provides for the Stop Child Abuse License Plate to incur an annual use fee, which is distributed to Children's Home Society of Florida and the FNCAC. Since Fiscal Year 2010, NJCC, as an accredited children advocacy center (CAC), has received FNCAC's portion of the License Plate grant awards on an annual basis.
There are no outcomes required for either grant; however, the Child Advocacy Trust Fund Grant requires monthly reporting of direct services provided, the number of children and families served, and hourly cost of services being provided. Additionally, a narrative report and final budget detailing how the funds were used are required after the grant period.
The Agreements are in the FNCAC's format and have been reviewed and approved as to form by the Office of the County Attorney. The following two disclosures are noted as edits rejected by FNCAC. First, FNCAC used the terms "Agreement" and "Contract" to refer both to the Agreement with the County and its agreement with the Florida Department of Children and Families. Additionally, FNCAC refers to Broward County as the "CAC", the "Provider", and the "agent". FNCAC will sign following Board approval.
