THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
On October 27, 2017, the County received an updated Fiscal Year 2017 / Fiscal Year 2018 Hazardous Materials contract from the State of Florida Division of Emergency Management (FDEM) in the amount of $28,484, to perform a county-wide hazards analysis and update site data at facilities in Broward County storing extremely hazardous materials as designated by the U.S. Environmental Protection Agency (EPA). Subsequent to receipt of the contract, deliverable deadlines were revised and approved by the FDEM as reflected in Exhibit 2 and Exhibit 3 of the agenda item. The Fiscal Year 2017 / Fiscal Year 2018 State-Funded Subgrant Agreement provides funding to assist in maintaining the capability necessary to perform the duties and responsibilities required by the Emergency Planning and Community Right To Know Act (EPCRA), also known as Title III of the Superfund Amendments and Reauthorization Act, 42 U.S.C. s. 1101 (SARA). The County hazards analysis is used as input to the Local Emergency Planning Committee (LEPC) Emergency Response Plan for Hazardous Substances required under EPCRA and encompasses: a description of emergency response procedures; designation of a community coordinator and facility emergency coordinator(s) to implement the plan; outline of emergency notification procedures; description of how to determine the probable affected area and population by releases; description of local emergency equipment and facilities and the persons responsible for them; outline of evacuation plans; a training program for emergency responders; and, methods and schedules for exercising emergency response plans. The Broward County Emergency Management Division maintains the hazards analysis data for Emergency Support Function No. 10 (Hazardous Materials) of the County's Comprehensive Emergency Management Plan (CEMP). The data is also made available to emergency responders in the event of a facility hazardous materials emergency. The Hazmat agreement has been approved as to form by the County Attorney's Office and the Grants Office.
