MOTION TO ADOPT Resolution No. 2018-019 supporting roadway enhancement projects in partnership with the Metropolitan Planning Organization and the Florida Department of Transportation to enhance bicycle and pedestrian safety along designated roadways in Broward County; at no cost to the County. (Commission Districts 2, 3, 4, 7 and 9)

Why Action is Necessary
Allows the Broward Metropolitan Planning Organization and the Florida Department of Transportation to proceed with the design and construction of bicycle and pedestrian safety enhancements for designated roadways in Broward County.

Affirms Broward County’s support for seven bicycle and pedestrian safety enhancement projects along designated roadways in Broward County.
  • NW 21st Avenue from Oakland Park Boulevard to Commercial Boulevard
  • Coral Ridge Drive from Royal Palm Boulevard to Holmberg Road
  • Coral Ridge Drive from Southgate Boulevard to Royal Palm Boulevard
  • Copans Road from NW 36th Avenue to Blount Road
  • NW 49th Street/NE 48th Street from Powerline Road to US 1
  • SW 40th Avenue from Stirling Road to Griffin Road
  • Lyons Road from the C-14 Canal to Sawgrass Expressway

Summary Explanation/Background
This item supports the Board of County Commissioners' Value of "cooperatively delivering an efficient and accessible regional intermodal transportation network" with the Goal of supporting "the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses."

Broward County, the Metropolitan Planning Organization (MPO), the Florida Department of Transportation (FDOT), and the Cities of Coconut Creek, Coral Springs, Dania Beach, Deerfield Beach, Fort Lauderdale, Hollywood, Oakland Park, Pompano Beach, and Tamarac have collaborated to develop projects to enhance bicycle and pedestrian safety along the following roads:
  • NW 21st Avenue from Oakland Park Boulevard to Commercial Boulevard is a road under the jurisdiction of Broward County in the City of Oakland Park. The project will add bicycle lanes, replace a bridge to accommodate the bicycle lanes, and fill gaps in the sidewalk.
  • Coral Ridge Drive from Southgate Boulevard to Royal Palm Boulevard is a road under the jurisdiction of Broward County in Coral Springs. The project will add bicycle lanes and fill gaps in the sidewalk.
  • Coral Ridge Drive from Royal Palm Boulevard to Holmberg Road is a road under the jurisdiction of Broward County in the City of Coral Springs. The project will add bicycle lanes and fill gaps in the sidewalk.
  • Copans Road from NW 36th Avenue to Blount Road is a road under the jurisdiction of Broward County in the Cities of Coconut Creek and Pompano Beach. The project will add bicycle lanes, and sidewalk along the north side from the southern entrance of Tradewinds Park to the Florida Turnpike.
  • NW 49th Street/NE 48th Street from Powerline Road to US 1 is a road under the jurisdiction of Broward County in the Cities of Deerfield Beach and Pompano Beach. The project will add bicycle lanes.
  • SW 40th Avenue from Stirling Road to Griffin Road is a road under the jurisdiction of Broward County and the Cities of Hollywood and Dania Beach. The portion of the road under County jurisdiction is within the City of Hollywood approximately 350 feet north of SW 54th Street to SW 53rd Street, and approximately 750 feet south of Griffin Road to Griffin Road. The project will add bicycle lanes and fill gaps in the sidewalk.
  • Lyons Road from the C-14 Canal to Sawgrass Expressway is a road under the jurisdiction of Broward County and the City of Coconut Creek. The portion of the road under County jurisdiction is from the C-14 Canal to Coconut Creek Parkway and from Sample Road to the Sawgrass Expressway. The project will add bicycle lanes.
The above projects will be implemented with no change to the number of vehicular travel lanes.
 
As part of this cooperative effort, FDOT will be responsible for project design and construction administration, the MPO will provide the funding for construction, and County will continue to own and maintain its road within the projects’ limits after the construction of the proposed improvements.

Prior to proceeding with the projects, the MPO and FDOT require a Resolution showing support from the Board of County Commissioners. Staff from the County’s Complete Streets Team have reviewed the proposed improvements and support the implementation of these projects. Approval of this Resolution will formally affirm the County's support for the projects.

The Resolution has been reviewed and approved as to form by the Office of the County Attorney.
