The Office of Economic and Small Business Development (OESBD) exempted this procurement from the Sheltered Market because there are no certified Small Business Enterprises available to provide these services, and the OESBD did not assign County Business Enterprise (CBE) goals because there are no subcontracting opportunities for CBE contractors (Exhibit 2).
The Broward Office of the Inspector General (OIG) is seeking a qualified firm to provide a web-based, investigative management system inclusive of software, hosting (data storage provided by Broward County Enterprise Technology Services), maintenance, and support services. The proposed system shall be capable of tracking and managing all inquiry and investigation matters through their duration. Other system functionality required include workflow and records management, with search and reporting capabilities. The OIG’s goal is to improve the economy, efficiency and effectiveness of its operations. The Office of the County Administrator would like to piggyback this procurement for use to possibly procure a Case Management System .
The OIG currently uses a Microsoft Access database and Windows-based share drives to track and manage investigation matters. The system tracks tips, complaints and self-initiated reviews from intake, inquiry and/or investigation, through resolution.
The OIG receives approximately 200 to 300 tips and complaints annually, and initiates investigations based on tips, complaints and other information. In 2016, the OIG received approximately 215 tips and 16 complaints. As directed by the Charter of Broward County, only signed and verified complaints can be filed with the OIG. Tips are received by email, fax, mail, in person, and through the OIG's hotline. Complaints and tips are logged, reviewed, and assigned. Matters may be self-originated or derived from a tip or complaint as an inquiry or investigation, or may be referred to other governmental entities. Purging of records will be done in accordance with Florida Statutes.
The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services. |
