MOTION TO ADOPT Resolution No. 2019-312 directing the County Administrator to publish notice of a public hearing to be held on August 13, 2019, at 10:00 a.m., to consider transmittal to designated State review agencies of a proposed amendment to the Broward County Land Use Plan text (PCT 19-7), regarding the "Miramar Activity Center I," as an amendment to the Broward County Comprehensive Plan. (Commission District 8)

Why Action is Necessary
It is necessary to schedule a public hearing of the Broward County Board of County Commissioners prior to transmittal of an amendment to the Broward County Comprehensive Plan.
What Action Accomplishes
The Resolution directs the County Administrator to set a public hearing for August 13, 2019, to consider transmittal of proposed text amendment PCT 19-7, which is an amendment to the Broward County Land Use Plan, to designated State review agencies pursuant to Section 163.3184, Florida Statutes, as amended.

Summary Explanation/Background
The Planning Council, as the Local Planning Agency (LPA) responsible for the Broward County Land Use Plan, considered the following proposed text amendment PCT 19-7, at its May 23, 2019, public hearing, and recommended approval subject to 1) the applicant and the City of Miramar continuing to coordinate with the County’s Planning and Development Management Division staff to satisfactorily address Policy 2.4.6 regarding affordable housing, prior to a second Planning Council public hearing, 2) the applicant amending the existing Educational Mitigation Agreement, and 3) the applicant’s confirmation of its ongoing commitment to not negatively impact protected natural lands and archaeological resources, and to obtain any necessary environmental licensing permits. (Vote of the Board: Unanimous: 17-0: Blackwelder, Blattner, Breslau, Brunson, Castillo, DiGiorgio, Good, Graham, Grosso, Hardin, Parness, Railey, Rich, Rosenof, Ryan, Williams and Stermer)

Amendment to the Broward County Land Use Plan Text

Existing 2,205-acre Miramar Activity Center I, reducing development threshold of retail and industrial land uses and increasing development threshold of office land uses and residential dwelling units.

Approximately 2,205 acres; generally located on the south side of Pembroke Road, between Flamingo Road and Palm Avenue/Southwest 101 Avenue, in the City of Miramar.

Further, if the County Commission sets the public hearing, the full amendment report and associated attachments will be included as an exhibit to the public hearing item.
