THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 35% for this project. The OESBD determined that this project is not subject to the Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to engage the services of a professional engineering firm (consultant) to provide engineering and construction services necessary for design, permitting, bidding/award, geotechnical, printing, inspection, surveying and testing for the installation of a replacement potable water system and new sanitary sewer system to serve Utility Analysis Zones 357, 358, 359, 360, 361, 364, 365 and 366 in the District 3C Service Area. The scope of work will be deliberately phased with planned amendments for future subsequent phases.
The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Due to the requirements of Consultants’ Competitive Negotiation Act, this RFP will not use price as an evaluation criterion; therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP.
