MOTION TO APPROVE Work Authorization No. 17CMD in accordance with the Agreement between Broward County and Saltz Michelson Architects, Inc. for Comprehensive Professional Architectural and Engineering Consultant Services, Request for Proposal No. R1362601P1, to provide architectural and engineering services for the Main Library Exterior Refurbishment project, in the amount of $228,521 and reimbursable expenses in the amount of $1,200, for a total amount of $229,721, for a time of performance of 371 days; and authorize the Mayor and Clerk to execute same. (Commission District 7)

VOTE: 9-0.  Vice-Mayor Holness voted in the affirmative telephonically.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development established a cumulative County Business Enterprise (CBE) goal of 16% for the term of the Agreement. The vendor has committed to 18% CBE participation. Saltz Michaelson Architects, Inc. has been paid $426,091 with $152,348 paid to CBE firms, yielding 35.75% participation to date.

On November 1, 2016 (Item No. 13), the Board of County Commissioners approved the Agreement between Broward County and Saltz Michelson Architects, Inc. for Comprehensive Professional Architectural and Engineering Consultant Services, Request for Proposal (RFP) No. R1362601P1, for a not-to-exceed annual amount of $1,000,000 per year for three years from the date of the executed Agreement, with two, one-year renewals which may be executed under the authority of the Director of Purchasing for a total not-to-exceed five-year amount of $5,000,000.

Listed below are previous amendments to the Consultant Agreement for other County projects:
  • On January 9, 2018, the Contract Administrator approved the First Amendment to the Agreement to add Timothy Haahs and Associates, Inc. as a Parking subconsultant.
  • On August 30, 2018, the Contract Administrator approved the Second Amendment to the Agreement to add Federal Engineering and Testing, Inc. Exhibit A-1, Schedule of Testing Unit Cost.
  • On January 17, 2019, the Contract Administrator approved the Third Amendment to the Agreement to add KAMM Consulting, Inc. as an Energy subconsultant.
  • On April 1, 2019, the Contract Administrator approved the Fourth Amendment to the Agreement to add IBA Consultants, Inc. as a Building Envelope subconsultant and Modern Redux, LLC as a Historic Preservationist subconsultant.
Work Authorization No. 17CMD provides architectural and engineering services for the Main Library Exterior Refurbishment project for cleaning, restoration and sealing of all exterior keystone facade and concrete surfaces in order to achieve a weather tight envelope. The work includes consultant services for the Predesign, Schematic Design, Design Development, Construction Drawings, Permitting, Bidding and Construction Administration Phases of the work.

Negotiation meetings for this Work Authorization were held on November 28, 2018 and March 27, 2019 and were attended by Broward County staff and representatives from Saltz Michaelson Architects. Inc. As a result of the final negotiation meeting on March 27, 2019, Saltz Michaelson Architects, Inc. submitted a final proposal, dated April 5, 2019.

This Work Authorization has been reviewed and approved as to form by the Office of the County Attorney.

Please note the Director of Purchasing will be entering into an emergency construction contract related to the Main Library due to two failed bid attempts.
