The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 30% for this project (Exhibit 2).
The purpose of this solicitation is to engage the services of a qualified managing general contractor (MGC) for Broward County’s judicial projects. Work would include all “judicial system” projects including work at the Broward County Judicial Complex (BCJC) (downtown campus), the South Garage, the Coca-Cola Building, selected projects at the Main Jail, and satellite courthouses.
This solicitation will enable the County to coordinate sequencing and scheduling of the array of projects that will affect the court system and allow for greater control and responsiveness to County staff. In addition to construction phase services, MGC's services include pre-construction design and constructability reviews, estimating, scheduling, CBE recruitment and contracting, subcontractor bidding, occupancy assistance and warranty services.
The Request for Proposal (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price. The RFP method provides for predefined evaluation criteria for the ranking of firms based on required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services. |
