Summary Explanation/Background
At-Large board appointments are made available to County Commissioners according to the At-Large Board Rotation Procedures approved by the Broward County Commission.

The Intergovernmental Affairs/Boards Section maintains a comprehensive list of at-large advisory board positions. The list of available at-large board positions is provided to each Commissioner in a specific rotation order. The at-large rotation order was determined by a draw held at the June 5, 2001, County Commission meeting. During each Commissioner's turn, he or she may nominate an individual to one board. The board position will then be deleted from the rotation list and any positions that become available will be added. The rotation list is sent to the next Commissioner on the rotation. After an unfilled board position has completed a full rotation (available to each Commissioner), the board position is removed from the rotation list and added to the list of “At-large board positions available to all Commissioners,” thereby allowing any Commissioner to nominate one or more individuals to the board position.

This agenda item allows for all commissioners to become aware of the available at-large positions that are immediately placed on the at-large list available to all commissioners, or have gone through a full rotation (see Exhibit 1). Any one commissioner may nominate to appoint or reappoint individuals to the multiple positions listed in Exhibit 1.

At the September 13, 2018 Public Hearing, the Broward County Board of Commissioners approved Resolution 2018-410, which modified Section 12.24 of the Administrative Code. This measure modified the categorical membership on the Climate Change Task Force (CCTF) by creating new categories and making them mandatory. Due to the changes, multiple vacancies have occurred. Currently the CCTF is comprised of 25 members - 20 members appointed by the County Commission, (of which, 11 are currently vacant), and five appointed by outside entities in different categories. This agenda item notifies the County Commission of a vacancy in the Climate Change Task Force under the category of "Broward Sheriff's Office".

The Florida Legislature created the South Florida Regional Transportation Authority (SFRTA) in 2003, pursuant to Part II of Chapter 343, F.S., to own, operate, and maintain a regional transit system within the tri-county area of Broward, Miami-Dade, and Palm Beach Counties. In carrying out this charge, the SFRTA works to coordinate, develop, and operate a regional transportation system that improves quality of life and promotes sustainable growth for future generations.

The SFRTA is comprised of ten voting members, who serve four-year terms. Of the ten members, the County Commission appoints the following two members:
  1. A member of the County Commission who must be a commissioner at the time of appointment and throughout his/her term on the SFRTA governing board; and
  2. A citizen member, who is not a county commissioner, but is a resident of the county and qualified elector, and shall represent the business and civic interests of the community (citizen representative).
In previous years, the SFRTA citizen representative position was placed on the at-large rotation list. However, at the Commission’s meeting of August 25, 2015, meeting, as the County Commission debated the filling of an opening in the citizen position, the Commission expressed the desire that, due to the importance of the SFRTA and limited number of appointments, the citizen position should be removed from the rotation system, and Commissioners be notified of any vacancy through a “Motion to Accept Nominations,” - that is, any future vacancy in the citizen position would be considered an at-large position available to all commissioners when the vacancy occurred. The Intergovernmental Affairs/Boards Section staff has reached out to the member whose term is expiring to see if he would like to be reappointed. Staff has been informed that the Broward County representative on the SFRTA would like to continue to serve and be reappointed.

After acceptance of this agenda item, a Commissioner wishing to appoint an individual to a board would submit a subsequent agenda item and resume of the individual to the Intergovernmental Affairs/Boards Section. Intergovernmental Affairs/Boards Section submits the agenda item and resume to the County Attorney's Office for vetting. The County Attorney's Office sends a memo qualifying the individual to the commissioner's office. The commissioner's office then submits the agenda item with the memo of qualification for full County Commission approval.

If more than one nomination is submitted for the same position, the County Commission votes to determine which individual will be appointed.
