On August 14, 2018 (Item No. 13), the Board of County Commissioners adopted Resolution No. 2018-333 supporting the Old Griffin Road improvement project in partnership with the Broward Metropolitan Planning Organization and the Florida Department of Transportation to enhance bicycle and pedestrian safety along Old Griffin Road from Griffin Road to US 1. Recently, an engineering survey determined that portions of Old Griffin Road between Bryan Road and US 1 are situated on private property; therefore, the project limit was reduced to include only the segment from Griffin Road to Bryan Road.
Old Griffin Road from Griffin Road to Bryan Road is a two-lane County road in the City of Dania Beach. The project is a collaborative effort among Broward County, the Broward Metropolitan Planning Organization (MPO), the Florida Department of Transportation (FDOT), and the City of Dania Beach. As part of this cooperative effort, FDOT will manage the design and construction administration, MPO will administer the federal grant funding for the project, and Broward County will continue to own and maintain the road after construction of the proposed improvements. Project improvements include the installation of bike lanes and sidewalk, milling and resurfacing, drainage, signage and pavement markings, all in compliance with Broward County standards. This project will be implemented with no change to the number of vehicular travel lanes.
On September 13, 2018 (Item Nos. 68A and 68C), the Board of County Commissioners adopted Resolution Nos. 2018-416 and 2018-417 supporting the Prospect Road improvement projects, from Commercial Boulevard to Powerline Road with no reduction in vehicular travel lanes and from Powerline Road to Dixie Highway with a reduction in vehicular travel lanes, in partnership with the MPO and FDOT to enhance bicycle and pedestrian safety.
Prospect Road from Commercial Boulevard to Dixie Highway is a County road in the Cities of Oakland Park, Fort Lauderdale and Tamarac. It is a four-lane road from Commercial Boulevard to Powerline Road and six-lane road from Powerline Road to Dixie Highway. The project is a collaborative effort among Broward County, the MPO, FDOT and the Cities of Oakland Park, Fort Lauderdale and Tamarac. As part of this cooperative effort, FDOT will manage the design and construction administration, MPO will administer the federal grant funding for the project, and Broward County will continue to own and maintain the road after construction of the proposed improvements. Project improvements include installation of bike lanes, milling and resurfacing, traffic signal relocation, drainage, lighting upgrade, signage and pavement markings, all in compliance with County standards. The project segment from Powerline Road to Dixie Highway will be implemented with a reduction to the number of vehicular travel lanes from six to four.
The County's Complete Streets Team has reviewed the proposed improvements and supports the implementation of these two projects estimated at $4,204,604 to be funded through MPO for Federal Aid participating items only. The estimated cost to the County is $10,881 for Federal Aid non-participating items, such as mowing and litter removal. Although there is no specific cap on unknown or unanticipated Federal aid non-participating costs to be borne by the County, FDOT has performed nine other projects of similar type and scope and the County has not been required to pay any cost for any Federal aid non-participating items. The estimated construction cost of all these projects combined is $5,000,000.
Motions A and C would approve the Highway Maintenance Memorandum of Agreement for the Old Griffin Road and Prospect Road improvement projects, respectively. Both agreements allow FDOT and its contractors to enter County right-of-way and construct the projects. Additionally, the agreements provide for cooperation between FDOT and County to address utilities and unforeseen conditions. They also require the contractor to include Broward County as an additional insured party on all insurance policies that are required by FDOT in the contractor's performance of the work. In turn, to the extent permitted by law, the County shall indemnify FDOT for any violations by the County of any environmental permits issued for the projects after construction is complete.
Motions B and D would waive the permit requirement of the Broward County Administrative Code, Chapter 25, Exhibit 25.A for the Old Griffin Road and Prospect Road projects. FDOT is requiring Broward County to waive the permit requirement in order to be consistent with its management of similar projects with other governmental agencies. Staff from the Highway Construction and Engineering Division participated in the plan review process. Furthermore, FDOT's contracting and construction procedures are substantially equal to the County's requirements and provide adequate protection for the public.
The agreements have been reviewed and approved as to form by the County Attorney's Office.
