Requested Action
A. MOTION TO AUTHORIZE County Administrator to take any and all necessary actions as needed during the 2019 Board Summer Recess, June 12, 2019 through August 12, 2019, including approval of Request for Proposals/Request for Qualifications/Request for Letters of Interest for advertisement, and final ranking approvals, including any that have objections or resolved protests.

ACTION:  (T-10:51 AM)  Approved.  (Refer to minutes for full discussion.)  (Scrivener's Error - See County Administrator's Report:  At the end of Motion A, please add "including transferring funds from reserves for projects listed in Exhibit 1.")

VOTE: 8-0.  Vice-Mayor Holness voted in the affirmative telephonically.  Commissioner Rich abstained from voting. 


B. MOTION TO AUTHORIZE County Administrator to approve contract awards including those with single bidders or rejected bidders, execute and terminate agreements, and approve contract amendments for projects listed in Exhibit 1, in excess of the current delegated authority of the County Administrator during the 2019 Board summer recess, June 12, 2019 through August 12, 2019. Any and all agreement and amendment approvals will be subject to the Office of the County Attorney's approval as to legal sufficiency.

VOTE: 8-0.  Vice-Mayor Holness voted in the affirmative telephonically.  Commissioner Rich abstained from voting. 
Why Action is Necessary
A. and B. Board of County Commissioners’ approval is required to delegate authority to the County Administrator for select actions while the Board of County Commissioners is not in session during the 2019 summer recess.
What Action Accomplishes
A. and B. Authorizes the County Administrator to take actions on behalf of the Board of County Commissioners as may be deemed necessary to ensure continuing progress on new and on-going projects while the Board of County Commissioners is not in session during the 2019 summer recess.

Summary Explanation/Background
THE COUNTY ADMINISTRATION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

Exhibit 1 is the list of projects that will require action to be taken over the 2019 summer recess, which includes approval of Request for Proposals/Request for Qualifications/Request for Letters of Interest for advertisement (over current delegated authority), contract awards (including single bidders and bids including rejected vendors), approval and execution of agreements, termination of agreements, contract amendments, and final ranking approvals.

The projects listed under the "Administrative Approval Action During Summer Break" are time sensitive, or critical to a project's critical path. Delegation to the County Administrator by the Board during the upcoming 2019 summer break (June 12, 2019 through August 12, 2019) will ensure continuation of these projects. Any projects listed that are not approved or executed during the 2019 summer recess will be presented for Board action at future regularly scheduled Board meetings.
