Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.94.a., Broward County Board of County Commissioners ("Board") approval is required for any changes to agreements.

Approves correction to reflect a budget increase for the Agreements between Broward County (“County”) and Kimley-Horn and Associates, Inc. (“Kimley-Horn”) and Ricondo & Associates, Inc. (“Ricondo”), for Airport Planning Consultant Services at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”) and North Perry Airport (“HWO”).

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This action will approve a correction to reflect an increase in budget for the Agreements between the County and Kimley-Horn, and the County and Ricondo for Airport Planning Consulting Services at FLL and HWO.

On October 28, 2014 (Item No. 47), the Board approved Request for Proposal R1277902P1 ("RFP"), for Airport Planning Consultant Services at FLL and HWO contemplating one Agreement in the estimated amount of $4,800,000 over three years and $8,000,000 over five years.

On June 23, 2015 (Item No. 46), the Board approved two Agreements, one between the County and Kimley-Horn, and one between the County and Ricondo, with an incorrect combined not-to-exceed total amount of $4,800,000 for both Agreements as the intent was to have two Agreements at $4,800,000 each. Kimley-Horn and Ricondo provide consultant services for airport-specific projects including technical studies, airport improvements, capacity recommendations, operational enhancements, capital program support, service upgrades, and other projects identified by the County, the airlines, tenants, airport customers, and stakeholders.

The initial term for both Agreements was for a three-year term effective on June 23, 2015 and ending on June 22, 2018, with two additional one-year renewal options. The first renewal term was exercised. There is one remaining renewal term, that if exercised would extend the Agreements to June 22, 2020.

This proposed action reflects the correction to increase each Agreement to $4,800,000 for a combined not-to-exceed budget of $9,600,000 in order to have sufficient funds for use in each Agreement for the extension through June 2020. The increase is required to provide continued on-call planning services to support daily airside planning support services, landside and facility planning support services, and general airport operations at FLL.
