MOTION TO AUTHORIZE Director of Purchasing to negotiate and execute a First Amendment to the System, Services, and License Agreement between Broward County and Unified Dispatch, LLC, subject to approval from the County Attorney’s Office as to legal sufficiency, to extend the current agreement for up to two additional one year periods, through June 8, 2021,  to be exercised by the Director of Purchasing and increasing the total not-to-exceed amount by $70,423 from $375,381 to $445,804.

VOTE: 9-0.  Vice-Mayor Holness voted in the affirmative telephonically.

Board approval is required for all contracts for supplies and services of more than five years in accordance with Broward County Procurement Code, Section 21.43. and in an amount that exceeds the delegated authority of the Director of Purchasing under Broward County Procurement Code, Section 21.14.c.6.

Provides for the continuation of the maintenance and services relating to the Paratransit Automated Paratransit Information system and Interactive Voice Response system for an additional two year period.

THE TRANSPORTATION DEPARTMENT, THE ENTERPRISE TECHNOLOGY SERVICES DIVISION AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's Goal to "provide a safe, sustainable, integrated and efficient transportation system to enhance Broward County’s economy and livability".

On December 6, 2011, (Item No. 85), the Board authorized staff to negotiate and the Purchasing Director to enter into an Agreement between Broward County and Unified Dispatch, LLC. for Automated Paratransit Information and Interactive Voice Response Systems, Request for Proposals (RFP) No. R0930301P1, for the Transit Division, for up to five years for a total estimated amount of $350,000. A System, Services and License Agreement was executed by the Purchasing Director on February 3, 2012; however, under the terms of the agreement, the five-year contract term began upon final acceptance and testing of the system which occurred June 9, 2014. 

The proposed First Amendment will extend the Agreement for up to two additional one-year renewal terms through June 8, 2021. The First Amendment will increase the total cost of the Agreement by $70,423. Unified Dispatch, LLC will continue to provide maintenance services on the software licenses, and provide professional services. The fees for annual support and maintenance will increase by not more than 3% annually for each optional renewal period.

With an estimated life expectancy of at least six to eight years, it is in the best interest of the County to continue with the services provided by Unified Dispatch, LLC, due to the highly customized integration with the existing Paratransit scheduling software system over the next two years, giving the County the opportunity to evaluate the market to determine if there is other software available to meet our needs.
