Requested Action
A. MOTION TO APPROVE Agreement between Florida Alcohol and Drug Abuse Association (FADAA) and Broward County for the total funding amount of $190,000 to Broward County for the grant period May 1, 2019, through June 30, 2019, for the provision of education, screening and administration of medications to treat opioid-addicted individuals; authorize the Mayor and Clerk to execute same; and authorize the County Administrator to take all administrative and budgetary actions to implement the Agreement.

VOTE: 9-0.  Vice-Mayor Holness voted in the affirmative telephonically.


B. MOTION TO ADOPT budget Resolution No. 2019-304 within the OSCA - FADAA VIVITROL Grant Fund to appropriate revenue in the amount of $190,000, for the provision of medication-assisted treatment (MAT) for eligible individuals participating in the Broward Addiction Recovery Division (BARC) MAT program who are involved in, or at-risk of being involved in, the criminal justice system.

ACTION:  (T-10:51 AM)  Approved.

VOTE: 9-0.  Vice-Mayor Holness voted in the affirmative telephonically.
Why Action is Necessary
A. Board of County Commissioners (Commission) approval is required for agreements with external agencies.

B. Section 129.06(2)(d), Florida Statutes, requires Commission approval to provide for revenue.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This action supports the Commission Value: “Approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the Commission Goal: “Deliver evidence-based services to the public, and connect customers and their family members to sustainable support, with special emphasis on financial supports.” Funding will allow BARC to provide evidence-based medication-assisted treatment services to eligible individuals.

In 2017, the Centers for Disease Control and Prevention declared the national opioid crisis to be an epidemic and the Florida Governor officially declared the opioid epidemic to be a public health emergency in Florida.

This Agreement with FADAA provides grant funding received from the Office of the State Court Administration (OSCA) Program B to provide medication-assisted treatment services to opioid-addicted individuals. Services will be provided to individuals with a primary diagnosis of Opioid Use Disorder who are involved in the criminal justice system, or who are determined to be “high-risk” for becoming involved in the criminal justice system. The funding is targeted to individuals who are treated with medications such as buprenorphine, vivitrol, and oral naltrexone.

The service performance period for this Agreement is May 1, 2019, through June 30, 2019. The Agreement provides for increases or decreases to the grant funding as necessary throughout the year based on service utilization, the availability of funds, and satisfactory performance of all terms.

The Agreement is in FADAA's format, thus FADAA will sign last following approval by the Commission. The Agreement provides that the venue will be in Leon County in the event of court action. This Agreement has been reviewed and approved as to form by the Office of the County Attorney.
