PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION/REAL PROPERTY SECTION AND PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The current administration offices for Parks and Recreation are located in Easterlin Park in Oakland Park and consist of multiple buildings located within a flood zone. The North Building is approximately 48 years old and is surrounded by mature cypress trees which need to be maintained. Renovations to the existing location would require raising the elevation, and major upgrades to meet current building, life safety, and accessibility codes. Cost of the renovations would exceed 50% of the market value of the property and therefore, would trigger the requirement to bring the entire building up to code. Staff also explored the possibility of constructing a new building at the existing location which is estimated to be $11,400,000.
Another option is to relocate the administration offices to a new location. The proposed property consists of a 20,310 square foot, two-story office building constructed in 1998. The property is located at 4701 NW 33rd Avenue in Oakland Park and identified by Folio Number 4942-18-20-0513. The County obtained two appraisals which valued the property at $4,150,000 and $4,250,000 with an average of $4,200,000. The Seller accepted the County's offer at $4,100,000. The County also obtained a Phase I Environmental Site Assessment which recommends no further investigation.
The proposed property will require some improvements including new hurricane impact openings on the second floor, replacement of HVAC equipment and roof (existing roof and HVAC equipment are at the end of their useful life), code required restroom upgrades, energy efficient lighting, cubicle furniture, and possibly a replacement elevator. Limited site improvements including restriping the parking lot, restoring existing landscaping, and improved site lighting, are also recommended. The cost of building renovations and site improvements are estimated to be $2,590,000.
The existing North Administration building and associated parking at the current Easterlin Park location would be demolished and converted into two acres of additional park land/green space with amenities at an approximate cost of $741,100. |
