THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION AND TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL.
Broward County submitted the application which was approved by the Florida Division of Emergency Management (FDEM) and Federal Emergency Management Agency for federal funding under the Pre-Disaster Mitigation Grant Program to improve the traffic signal system along Johnson Street from Dixie Highway to North 21st Avenue across the Florida East Coast (FEC) Railway, in the City of Hollywood. The traffic signal system improvements include upgrading and replacing the wire and concrete strain pole structures and associated underground infrastructure with new steel mast arm structures. Other improvements include pavement milling and resurfacing, concrete curbs and sidewalks, ADA upgrades, and new signing and pavement markings.
Motion A will provide Pre-Disaster Mitigation Grant funding from FDEM for design, construction and inspection services to improve the traffic signal system along Johnson Street from Dixie Highway to North 21st Avenue across the FEC Railway. Under the agreement, FDEM will reimburse the County up to a maximum amount of $497,377 of the estimated $663,170 project cost. The County will fund the remaining balance of the project cost estimated at $165,793. Once the agreement is executed by FDEM, the County will advertise for design services, construction and inspection services in accordance with the terms of the agreement.
Motion B will allow the Director of Highway Construction and Engineering Division to timely approve and execute amendments to the agreement with FDEM. This authority would be limited to extending the expiration date or revising the standards and specifications, and provided that the amendment would not result in any additional cost to the County. This delegation of authority will streamline any amendment needed due to unforeseen procurement, design or construction conditions.
