THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 25% for this project. Saltz Michelson Architects, Inc. has committed to meet 63% CBE participation (Exhibit 3).
The purpose of this agreement is to provide architectural and engineering services for the remediation of all exterior glazing systems for the Broward County Main Jail (BCMJ). The project includes restoration of existing structural and other building systems affected by the work, including, but not limited to, mechanical, electrical, fire sprinkler systems, security systems, and landscaping at the existing BCMJ building. Consultant services shall include strategic planning, design, construction sequence and logistics for the remediation of all exterior glazing systems in this continuously occupied detention facility.
On June 12, 2018 (Item No. 74B), the Board approved the Request for Proposals (RFP) No. GEN2116591P1, Consultant Services for the BCMJ Exterior Glazing Systems Remediation. Two firms submitted proposals.
On October 1, 2018, an Initial Evaluation Meeting was held. The Evaluation Committee determined that both firms were both responsive and responsible to the RFP requirements and voted in favor of both firms advancing to the Final Evaluation meeting to be numerically scored and ranked by the Evaluation Committee.
On October 16, 2018, a Final Evaluation meeting was held. After evaluation and ranking, the Evaluation Committee named Saltz Michelson Architects, Inc. as the first-ranked firm.
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from October 19, 2018 through October 30, 2018, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
On November 9, 2018, the County Administrator approved the Evaluation Committee's final ranking of the qualified firm and authorized staff to proceed with negotiations. The County held four negotiation meetings: December 11, 2018, February 21, April 3 and April 10, 2019. These meetings were attended by representatives of Saltz Michelson Architects, Inc., staff from the Construction Management Division and the Purchasing Division.
