THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s vision of “A Sustainable, Creative Approach to Community Redevelopment and Housing,” through implementation of the following goals: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Strengthen stakeholder partnerships to increase the availability of affordable housing options, including purchase and rental; and Goal 3: Develop, through effective community collaboration, neighborhoods and communities incorporating intermodal connectivity, while integrating energy efficiency and other livability standards and initiatives.
The Request for Proposals (RFP) for State Housing Initiatives Partnership (SHIP) Program for the Minor Home Repair and Special Needs/Barrier Free Housing strategies was initiated through an advertisement published in the Sun Sentinel on January 27, 2019. The public was advised that applications were available from the Housing Finance and Community Redevelopment Division on January 28, 2019.
The SHIP funding to be awarded includes the following allocations:
MINOR HOME REPAIR
Disaster Relief SHIP: $ 87,902
City of Margate SHIP: $ 36,689
Broward County SHIP: $322,222
TOTAL: $446,813
SPECIAL NEEDS/BARRIER FREE STRATEGY
Broward County SHIP: $120,635
Funding for the strategies in the RFP was previously approved by the Board on August 14, 2018. The application cycle began January 28, 2019 and ended on February 28, 2019. Three agencies responded for the Minor Home Repair Strategy, and three agencies responded for the Special Needs/Barrier Free Strategy. Based on the RFP, the following categories were listed for rating both the Minor Home Repair and Special Needs/Barrier Free strategies: Project Description, Organizational Capacity, Performance Delivery Plan, Financial Capacity, Past Experience, County Business Enterprise and Project Budget, the maximum score 84 points. Funding from both the City of Weston and the City of Margate is included because the County administers the city SHIP Programs.
Scores for the respondents to the RFP are listed on Attachment 1 (Scoring Matrix) to Exhibit 1 (Resolution). The RFP review committee was comprised of Broward County staff from the Housing Finance and Community Redevelopment Division and the Broward County Planning Council.
It is recommended that the funding be awarded to the highest ranked applicants as follows:
MINOR HOME REPAIR
$446,813 to Broward County Minority Builders Coalition, Inc.
SPECIAL NEEDS/BARRIER FREE
$120,635 to the Center for Independent Living of Broward, Inc.
Pursuant to the attached Resolution, the County Administrator is authorized to execute agreements for the respective SHIP program funding in forms approved by the Office of the County Attorney, which shall include all standard agreement provisions. In addition, the County Administrator is authorized to execute amendments to the agreements to extend the term or modify the project scope consistent with all applicable rules and regulations. |
