Requested Action
A. MOTION TO AUTHORIZE County Administrator to approve and execute the Fourth Amendment to Broward County P25 System and Services Master Agreement with Motorola Solutions, Inc., Agreement No. R1422515P1_1 (“Agreement”), in substantially the form attached as Exhibit 1, subject to review by the Office of the County Attorney as to legal sufficiency, to expand the scope of equipment supported to include the existing generators and Uninterrupted Power Supply (UPS) equipment at certain sites, to provide for the purchase of Optional Services of certain additional software, equipment, and services for security at the Sites as well as a microwave system at certain locations for County’s Water and Wastewater Services, and reflect certain modifications in scope at certain sites and associated pricing, among other changes, in the additional amount of $4,500,000, for a revised not-to-exceed total contract amount of $78,197,000.

B. MOTION TO AUTHORIZE County Administrator to negotiate and execute Work Authorization No. P25-WA-02 in accordance with the Agreement with Motorola Solutions, Inc., subject to review by the County Attorney’s Office as to legal sufficiency, in the not to exceed amount of $1,250,000, plus ongoing support and maintenance for so long as elected by the County in the amount not-to-exceed $138,200/annually (subject to annual escalator), to provide all software, equipment, and services necessary for a turnkey, fully-installed, Radio Tower Security System at each of the 16 Public Safety Radio Sites; and authorize the Mayor and Clerk to execute the same.

Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.94.a, any changes, including amendments to agreements must be approved by the appropriate award authority, based on the amendment amount.

B. In accordance with Section 21.31.a.4 of the Broward County Procurement Code, all awards greater than the award authority of the Director of Purchasing require Board approval.
What Action Accomplishes
A. Amends contract to add support and maintenance of existing generators and UPS at seven tower sites and to modify scope of services at certain sites and associated pricing, including radio tower structural reinforcement, network equipment replacement, and additional required site work to comply with City's permit requirements, amongst other changes.

B. The Work Authorization provide all software, equipment, and services, as well as ongoing support and maintenance for so long as elected by the County, for a Radio Tower Security System at all of the Public Safety Radio Sites.

Summary Explanation/Background

THE DEPARTMENT OF REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS RECOMMENDS THE APPROVAL OF THE ABOVE MOTIONS.

Motion A: This proposed Fourth Amendment includes modifications in scope of work at certain sites and associated pricing, expands the scope of Equipment supported by Motorola Solutions to include the existing generators and Uninterrupted Power Supply (UPS) at certain Sites, and; provides for the purchase of Optional Services or a Radio Tower Security System at each of the 16 Public Safety Radio Sites.

Motion B: Authorizes County Administration to execute a Work Authorization in an amount not to exceed $1,250,000 for the purchase of additional equipment, software and services for a turnkey, fully-installed, Radio Tower Security System at each of the 16 Public Safety Radio Sites, plus ongoing support and maintenance for so long as elected by the County in the amount not-to-exceed $138,200/annually (subject to annual escalator).
