THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item relates in part to activities in the Broward Municipal Services District (BMSD). The BMSD consists of 11.4 square miles with a 2015 estimated population of 14,515. Population estimates were obtained from University of Florida, 2015 Bureau of Economic and Business Research and land area was generated by the Planning and Development Management Division GIS Section using the latest annexation information (September 2015). The Board of County Commissioners (Board) is the governing body of the BMSD and the provider of its municipal services that include but are not limited to business development, building permitting and housing development, libraries and parks facilities, roadway maintenance, street enhancements, and zoning and code enforcement.
The Boulevard Gardens Project provides for renovation of a single-family residence that was approved for purchase by the Board at its November 10, 2015, regular meeting (Item No. 43). Upon completion of the sale and purchase, the property was made a part of Boulevard Gardens Park. This project will convert the former residential building to a Community Center that will enhance and enrich the services being provided at Boulevard Gardens Park. The scope of work also includes replacement of all mechanical and electrical systems, installing new impact windows and doors, placing new sidewalks along the existing circular driveway and adding a connection to existing sidewalks, creating new ADA walkways for building access, constructing a new covered patio on the south side of the building, construction of new on-street ADA parking, removing an existing trailer and parking lot on the east side of the park, construction of a new full-size basketball court and surrounding walking paths, and creating a 10’ landscape buffer bordering neighboring property on the northeast side of park.
The estimated cost for this project is $632,095. It is partially funded with $290,852 for permitting and construction. The additional $341,243 that is needed is being funded by reallocation of funds within the BMSD capital budget, including $81,372 from the completed Lafayette Hart Park Improvements project ($20,498 in the Parks and Land Preservation Bond Fund for Sitework and $60,874 from capital funds); $48,871 from the completed Unincorporated Signs project; $41,000 from the completed Sunview Park Playground Replacement project; and $170,000 from the completed Sunview Park Services Building project.
