D. MOTION TO NOTE FOR THE RECORD Director of Purchasing execution of Third Amendment between Broward County and SP Plus Corporation, Agreement No. R1138035P1, for the Facilities Management Division, effective March 1, 2019, extending the contract term to June 30, 2019, and increase the contract threshold in the amount of $293,000.

Why Action is Necessary
Motion A. In accordance with the Broward County Procurement Code, 21.32.c, Competitive Sealed Proposals, Board approval is required prior to advertisement for competitive sealed proposals that have an anticipated total value of more than $500,000.

Motions B. and C. In accordance with the Broward County Procurement Code, Section 21.14.6.c, execute all contracts and amendments within the Director's approval authority and agreements delegated by the Board for the Director of Purchasing's execution.

Motion D. In accordance with the Broward County Procurement Code, Section 21.43, a contract for suppliers or services of more than five years must have the express consent of the Board and in accordance with the Broward County Procurement Code, Section 21.39.b, Emergency Procurement, any emergency procurement exceeding the award authority of the Director of Purchasing shall be reported to the Board along with a written account of the emergency circumstances from the Department Director or designee of such Department Director for the using agency, to be noted for the record.

Summary Explanation/Background
THE PURCHASING DIVISION, THE PUBLIC WORKS DEPARTMENT/THE FACILITIES MANAGEMENT DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise goal of 25% for this project. The OESBD determined that this project is subject to the Broward County Workforce Investment Program (Exhibit 2).

Motion A: This action seeks to approve issuance of an Request for Proposals (RFP) solicitation to engage the services of a qualified firm(s) to provide parking management and operation services for the Facilities Management Division (FMD) and the Port Everglades Department (Port) facilities, including garages, surface lots and special event lots. The project will include management of all employee and public parking facilities for both agencies. The potential parking management firm(s) must demonstrate experience in managing parking programs and facilities in similar size and scope of services in comparison to Broward County garages and parking facilities.

In accordance with the Living Wage Ordinance, No. 2018-46, as amended, Section 26-101(k), these services are subject to the Living Wage.

The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services.

Motions B and C: This action seeks approval of amendments to extend the contract terms of FMD and Port agreements through February 29, 2020 while these services are being solicited for a new contract(s). The amounts referenced in the amendments are inclusive of the Living Wage amounts.

Motion D:
The Director of Purchasing approved an amendment to extend the current agreement for FMD, inclusive of updated Living Wage requirements, until June 30, 2019.

Fiscal Impact
Fiscal Impact/Cost Summary:
A. The five-year potential estimated contract amount is $12,500,000. Funding for this requirement will be obtained by the appropriate source at the time of release.

B. Each requirement processed against this open-end contract will be funded by the appropriate source at the time of release. The new potential five-year four-month amount of $4,374,273 is an increase of $287,660 over the previous five-year amount of $4,086,613.
