MOTION TO APPROVE Trip & Equipment Grant Application and authorize the County Administrator to execute the Application and Agreement with the Florida Commission for the Transportation Disadvantaged (FCTD) for State Fiscal Year 2020 in the total grant amount of $5,154,219 which includes State funding to the County of $4,638,797; authorizing County Matching funds (10%) in the amount of $515,334 cash and $88 in-kind; authorizing the County Administrator to furnish additional information as requested and to take any necessary administrative or budgetary actions to implement the Agreement. The grant agreement will be effective from July 1, 2019 to June 30, 2020.

Why Action is Necessary
Pursuant to Chapter 427, Florida Statutes, the Broward County Board of County Commissioners (Board), as the designated Community Transportation Coordinator (CTC) for the Broward County service area, is required to provide “non-sponsored” transportation disadvantaged services to eligible individuals.
What Action Accomplishes
Secures continued state funding for transportation disadvantaged trips, pursuant to Chapter 427, Florida Statutes, provided by the County’s paratransit service. This year's funding represents an increase of 4.6% over State Fiscal Year 2019.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT AND TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Value for "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network".

As background, the Florida Commission for the Transportation Disadvantaged (FCTD) was created by the 1989 Florida Legislature to coordinate federal, state and locally funded transportation disadvantaged services, and to administer the Transportation Disadvantaged Trust Fund (TDTF). The purpose of the TDTF is to provide a dedicated funding source for the operational and planning expenses of the FCTD in carrying out its legislative responsibilities, and to provide transportation opportunities for non-sponsored transportation disadvantaged citizens. “Transportation disadvantaged” means those persons who because of physical or mental disability, income status, or age are unable to transport themselves or to purchase transportation and are, therefore, dependent upon others to obtain access to health care, employment, education, shopping, social activities, or other life-sustaining activities, or children who are handicapped or high-risk or at-risk as defined in Florida Statutes.

Pursuant to Chapter 427, Florida Statutes, the Board of County Commissioners (Board) was originally designated the Community Transportation Coordinator (CTC) for the Broward County service area in August 1990. The Board, in its role as the CTC for Broward County, serves the needs of transportation disadvantaged persons through the Transit Division.

State Fiscal Year 2019-2020 (July 1, 2019 to June 30, 2020) funding for the provision of non-sponsored transportation disadvantaged services is $4,638,797, which requires a total County match of $516,122 ($515,334 cash and $88 in-kind). The total grant amount is $5,154,219. The application package (Exhibit 1) includes the Trip & Equipment Grant Application, Service Rates, Authorizing Resolution, Standard Assurances and new this year requires copies of the CTC's TDTF current rider eligibility applications and written procedures for determining TDTF services.
