THE PURCHASING DIVISION AND THE GREATER FORT LAUDERDALE CONVENTION & VISITORS BUREAU RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 25% for this project. Sharp Marketing LLC (Sharp Marketing) has committed to meet the CBE participation goal (Exhibit 3).
The purpose of this agreement is to have Sharp Marketing manufacture, purchase, distribute, and sell apparel and promotional items to and on behalf of the County, the Greater Fort Lauderdale Convention & Visitors Bureau (GFLCVB), and other County agencies; and further make such items available to County employees and to the general public, upon written request by the County. The e-commerce website, in existence as of the effective date, will continue to be operated and maintained by Sharp Marketing (subject to the County’s continuing approval), at Sharp Marketing’s sole cost and expense (other than any domain name registration or renewal fees, which will be invoiced by Sharp Marketing to the County on a pass-through cost basis).
On August 13, 2018, the County Administrator approved the Request for Proposals (RFP) No. GEN2116293P1, Distribution of Promotional Items. Five firms submitted proposals in response to the RFP.
On December 20, 2018, an Initial Evaluation Meeting was held. The Evaluation Committee determined Sharp Marketing as the single, responsive and responsible firm.
On January 9, 2019, a Final Evaluation meeting was held. After a voice vote, in lieu of individual scoring by ballots, the Evaluation Committee ranked Sharp Marketing as the qualified single-ranked firm.
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from January 14, 2019 through January 24, 2019, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
On January 31, 2019, the County Administrator approved the Evaluation Committee's final ranking of the qualified firm and authorized staff to proceed with negotiations. Two negotiation meetings were held to negotiate this Agreement on March 15 and April 2, 2019. These meetings were attended by representatives of Sharp Marketing, GFLCVB staff and the Purchasing Division.
