THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
On December 9, 2014 (Item No. 46), the Broward County Board of County Commissioners ("Board") approved the purchase of a waterside radar and infrared camera Radar Surveillance System to augment and serve as an integral part of the layered security plan at Port Everglades.
In late 2017, the manufacturer of the radar unit advised Port staff that they had partnered with a software developer and engineered new hardware and software that could convert the system from analog to digital and further improve the overall system performance, effectively doubling the range of the radar using the current system installation elevation.
In July 2018, the Florida Seaport Transportation and Economic Development ("FSTED") Council announced the availability of funding appropriated by the Florida State Legislature in the Fiscal Year 2018/2019 budget for a new seaport security grant program to supplement port security grants available through the federal government. Port Everglades staff submitted a grant request in August 2018, and on September 5, 2018, the FSTED Council approved a grant award of $40,000 for the project.
The approval of the Florida Department of Transportation ("FDOT") Public Transportation Grant Agreement ("PTGA") will provide grant funding to reimburse the County in an amount of $40,000, which represents 75% of the estimated total project cost of $53,333 to upgrade the Port Everglades’ security radar systems from analog to digital. The County is required to provide 25% of the project costs, or $13,333. The County is responsible for covering 100% of the costs that exceed the $53,333 project cost.
The PTGA is written in the standard FDOT format, and has been approved as to form by the Office of the County Attorney. FDOT will execute the PTGA after Board approval. |
