MOTION TO NOTE FOR THE RECORD emergency threshold increase to the pass-thru line for Specialized Construction Activities pay item for Bridge Repairs and Miscellaneous Structures, Bid No. PNC2117217B1, in the amount of $600,000, with FG Construction, LLC, for permanent emergency repairs to the Sheridan Street bridge structure.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.39.b., an emergency procurement exceeding the award authority of the Director of Purchasing must be reported to the Board.

Discloses to the Board an emergency contract threshold increase approved by the Director of Purchasing for permanent emergency repairs to the Sheridan Street bridge structure.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY BRIDGE AND MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

There were no goals assigned to this contract because an emergency procurement approved by the Director of Purchasing is exempt from application of participation goals.

On March 26, 2019, Highway and Bridge Maintenance Division (HBMD) received notification from the Florida Department of Transportation (FDOT) that an overheight vehicle traveling northbound on the Florida Turnpike struck the underside of the County-owned Sheridan Street Turnpike overpass, causing significant damage to the bridge structure. As a result, County staff and FDOT promptly performed an emergency bridge inspection and determined immediate and permanent repairs.

The HBMD requested approval from the Director of Purchasing to use open-end contract No. PNC2117217B1, Bridge and Miscellaneous Structures Repairs, to effectuate immediate and permanent repairs (Exhibit 1). Due to the nature of the work, the contract pay items for bridge repairs were not applicable; therefore, the pass-thru pay item for specialized construction activities was used. Repairs were completed successfully.
