Approves a Request for Proposals solicitation to engage the services of a consultant to provide design services including graphic design and branding for the Park.

Summary Explanation/Background
THE PURCHASING DIVISION, THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION, AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 25% for this project (Exhibit 2).

The purpose of this solicitation is to engage a consultant to provide design services, including pre-design/programming, schematic design, design development, construction documents, bidding and award of construction contracts, construction administration services and warranty administration. In addition to the design services, the consultant will provide graphic design and branding for Tradewinds Park North.

Tradewinds Park North improvements envisioned include: an animal barn with educational arena, welcome center, open-air event venue, gatehouses, picnic shelters, interactive water fountain, windmill, landscaping, wayfinding signage, site connections and other features necessary to execute the County's masterplan for the park. The proposed improvements will embrace a theme of sustainability and South Florida farm life rich in history but also in the relevance of contemporary applications for urban farming and modern homesteading. Currently in progress at Tradewinds Park North, the designs for two other projects that include a new sanitary sewer system and water lines; and new parking facilities and roadway modifications are under a separate consultant agreement and are scheduled for 100% design document completion in the summer of 2019. These projects will then be bid separately for construction.

The Request for Proposals (RFP) procurement method was selected for this project to best serve the County with multiple evaluation criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized expertise. Proposers are required to determine the best method to accomplish the specialized services. When the Consultants’ Competitive Negotiation Act (CCNA) requirements are part of the procurement, the Price Criteria is not used in compliance with Florida Statute, Section 287.055 (Exhibit 1).
