Requested Action
MOTION TO ESTABLISH Qualified Vendors List for Emergency Management Services, Contract No. PNC2116469B1, and authorize the Director of Purchasing to add vendors from the advertised solicitation or delete vendors that have been debarred or suspended by the County. The Qualified Vendors List shall start on June 1, 2019 and terminates five years from that date.

In accordance with the Broward County Procurement Code, Section 21.42.d, the Board may establish lists of qualified vendors.

Provides the County with a list of vendors to effectively and efficiently obtain emergency management consulting services for various County projects.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE BROWARD COUNTY EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal since projects processed under this Qualified Vendors List (QVL) may be funded with a combination of County and federal funds from the Department of Homeland Security and the Federal Emergency Management Agency.

The Broward County Emergency Management Division (EMD) may procure emergency management consulting services through this QVL, on an as-needed basis, related to the following types of services: conducting professional emergency management training; conducting professional emergency management exercises; performing professional emergency management planning functions; and implementing professional emergency management and administration duties. Vendors will be pre-qualified for each type of service area based on required certifications.

For individual projects processed under a QVL, a vendor will be selected as follows: the County will issue an electronic quotation request, including project specifications and any other project-specific requirements to QVL vendors. The individual project will be awarded to the low responsive, responsible vendor.

Previously, the County  piggybacked these services through Palm Beach County, Contract No. 12044, for Professional Emergency Management Consulting Services, which was similarly setup as a QVL. The Board approved the County’s contract on February 10, 2015 (Item No. 23). The piggybacked contract expired and was replaced; however, EMD determined that it was in the best interest for Broward County  to solicit its own QVL.

The QVL posted on March 18, 2019 and opened on April 3, 2019. Ten responses were received. Vendors are being reviewed for responsiveness and responsibility; the Director of Purchasing will add vendors to the QVL once it is established.

In accordance with the Broward County Procurement Code, Section 21.42.d, the Office of the County Attorney has reviewed the solicitation.
