THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT (EPGMD) AND THE ENVIRONMENTAL AND CONSUMER PROTECTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Value, "Cooperatively delivering an efficient and accessible regional intermodal transportation network," and Goal to "Support the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses."
Approval of this item authorizes participation by Broward County in the Waze Connected Citizens Program (“CCP”) and provides the County Administrator, through her designee, with authority to complete and submit the CCP Membership Application and approve any agreements with Waze, subject to certain requirements.
Waze is a community-based traffic and navigation mobile application. The CCP is a formalized partnership between Waze and municipalities to share traffic data. The partnership enhances the Waze customer experience with local data and allows the partnering local governments to utilize Waze data for planning purposes. As an example, Waze data was used by La Guardia Airport to improve customer flow, Rio de Janeiro to plan traffic management for the 2016 Olympic games, and Miami-Dade County to update internal construction and maintenance systems.
For Broward County to participate in the CCP, a CCP Membership Application (Exhibit 1) must be submitted and Waze will subsequently provide any agreements required for participation in the CCP to Broward County for consideration and execution. The CCP Membership Application requires a single signing authority for the County. Approval of this agenda item will assign signing authority to the EPGMD Director and authorize the EPGMD Director (or designee) to sign the CCP Membership Application and any related agreements with the requirement that the agreements: (i) are substantively consistent with standard County terms and conditions or otherwise determined by the Office of the County Attorney to not create unreasonable risk to the County, (ii) provide for no County financial responsibility, and (iii) are reviewed and approved by the Office of the County Attorney. Agreements that include a financial component or otherwise substantively deviate from the standard County terms and conditions must be presented to the Board of County Commissioners for consideration.
