Why Action is Necessary
Section 1-88.(a)(9) of the Broward County Code of Ordinances, requires that the Broward County Board of County Commissioners (Board) approve the artist design proposal when the art budget for the artwork portion of the capital improvement project total is $100,000 or more.
What Action Accomplishes
This action allows for the approval of the amount of funds and for approval of the design proposal so that staff can proceed to develop an agreement with the artist to finalize the design and proceed with fabrication and installation of the artwork.

Summary Explanation/Background
BROWARD CULTURAL DIVISION AND HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's value of cultivating community culture, arts, recreation, and life-long learning and goals relating to providing diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural, and economically viable community.

This action is for approval of the proposed design of an artwork for the BMSD NW 27th Avenue Public Art Project by artist Claudia Fitch. The artwork will be located in the SE corner of NW 27th Avenue and NW 6th Street, near the African American Research Library and Cultural Center, a significant landmark in the community. It is designed to improve the street experience for motorists, cyclists and pedestrians.

Exhibit 1 is the proposed artwork consisting of five sculptural elements that reference West African traditions of the linguist staff, ornamental hairpin, adinkra symbols and kente cloth color meanings through the sculptures’ forms, shapes, colors, and patterns. The artwork is also meant to be reflective of the rich history and cultural heritage of the community. Each sculptural element ranges from 11’ to 15’ high, and up to 3’ wide, placed on a 24’ by 15’ pad of pebbles for ground cover.

A Call to Artists was issued on March 10, 2017, which garnered 82 applicants. Artist Claudia Fitch was approved by the Public Art & Design (PAD) Committee on July 18, 2017, and by the Broward Cultural Council (BCC) on October 5, 2017.

The artist held multiple community engagement activities in the BMSD to conduct research and collect participants' input, in order to create an artwork that will be meaningful to the community.

The design proposal was reviewed and approved by the PAD Committee on March 1, 2019, and by the BCC on March 7, 2019. The funding source for this public art project is pooled funds, and the public art project budget is 2% of the overall NW 27th Avenue Phase II Project.

Fiscal Impact/Cost Summary:
The $220,000 for the NW 27th Avenue Public Art Project is funded from pooled public art funds. A total of $180,450 is budgeted in the Public Art & Design Trust Fund and the remaining $39,550 is budgeted in the Broward Municipal Services District Capital Fund.
