MOTION TO ADOPT Resolution No. 2019-140 approving a Public Transportation Grant Agreement with the State of Florida Department of Transportation for Financial Project No. 434832-2-94-01 to fund the Airport Access Roadway System Phase II at Broward County's Fort Lauderdale-Hollywood International Airport; authorizing execution of same by the Mayor or Vice-Mayor; authorizing the County Administrator to take the necessary administrative and budgetary actions, and approve any nonmonetary amendments subject to the Office of the County Attorney approving as to legal sufficiency; and providing for an effective date. The Public Transportation Grant Agreement requires the County to fund all expenses for the project in excess of the amount of FDOT's funding. A certified copy of the approved Resolution shall be inserted as Exhibit D to the Public Transportation Grant Agreement before execution.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This action will allow Broward County to accept grant funding from FDOT.

On June 13, 2017 (Item No. 3), the Board approved execution of an FDOT Joint Participation Agreement ("JPA") Grant 434832-1-94-01 in the amount of $5,000,000 for short-term improvements to the airport's roadways, which are anticipated to be completed in 2020. At that time, BCAD anticipated receiving additional FDOT funds to implement the full Access Roadway System Project.

This action will adopt a resolution approving a Public Transportation Grant Agreement ("PTGA") with FDOT for Financial Project No. 434832-2-94-01 to fund the Airport Access Roadway System Phase II ("Project") at Broward County's Fort Lauderdale-Hollywood International Airport ("FLL"). The PTGA requires FDOT to fund 50% of the Project cost, up to a maximum amount of $12,751,717, and requires the County to fund all expenses for the Project in excess of the amount of FDOT's funding, currently estimated to be in the amount of $12,751,717.

The scope of work for the Project includes, but is not limited to, consultant fees associated with the design and construction of the improvements to the Airport Access Roadway System, which is the main roadway that encompasses the airport and provides access to Terminals 1, 2, 3, and 4, the Rental Car Center, and the Cypress, Hibiscus, and Palm parking garages. The Project also includes short-term improvements such as safety enhancements to the pedestrian crossings, curb front and parking improvements, a new Cell Phone Lot with increased parking capacity, exit roadways and valet parking routing, upper level Terminal Drive structural enhancements, and ground transportation modifications. The recommended improvements will enhance passenger safety on the airport roadways, allow easier access to and from the supporting facilities, and enable FLL to handle the high volume of passengers and traffic as the airport continues to grow.

In addition to the above, the proposed FLL Master Plan Update has identified several landside projects that may impact the airport access roadways. These projects include supplemental curb with site work for a new parking garage, demolition of the Palm Garage, an Airport People Mover, and an Intermodal facility. Subsequent to Board approval of the FLL Master Plan Update, BCAD will begin the initial programming phase of these projects and impacts to the airport access roadways.
 
The proposed PTGA was reviewed and approved as to form by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions, as FDOT requires the County to use its Agreement.
