Requested Action
A. MOTION TO APPROVE allocation of $10,000 from the Commission Reserve to the Broward County Animal Care and Adoption Division to fund free microchip, wellness clinic services, pet housing, food, collars, leashes, ID tags and behavior information to pet owners in underserved communities in Broward County; authorizing the County Administrator to take all administrative and budgetary actions to implement.

ACTION:  (T-3:49 PM)  Approved as amended (Resolution No. 2019-270) with Yellow-Sheeted Additional Material, dated May 7, 2019, submitted at the request of the Office of the County Attorney.  The Board requested that benchmarks be provided to the Board. (Refer to minutes for full discussion.)

VOTE: 8-0.  Vice-Mayor Holness voted in the affirmative telephonically.  Commissioner Sharief was not present. 


B. MOTION TO APPROVE donation of $10,000 from Best Friends Animal Society to the Animal Care and Adoption Division for the purpose of providing matching funds to the County for free microchip, wellness clinic services, pet housing, food, collars, leashes, ID tags and behavior information to pet owners in underserved communities in Broward County; authorizing the County Administrator to take all administrative and budgetary actions to implement acceptance of this donation and approve all related documents. (Commissioner Rich)

VOTE: 8-0.  Vice-Mayor Holness voted in the affirmative telephonically.  Commissioner Sharief was not present. 

 
Why Action is Necessary
Motion A. Board approval is necessary to transfer funds from the Commission reserve.

Motion B. Section 18.63 of the Administrative Code states that donations to the County of $10,000 or more shall be accepted by a Resolution of the Board of County Commissioners. Board approval is required to budget the donation.
What Action Accomplishes
Motion A and B. Allocates funding to the Animal Care and Adoption Division to be used for the above specified purposes in Broward County underserved communities.

Motion B. Authorizes the Animal Care and Adoption Division to accept a donation in the amount of $10,000.

Summary Explanation/Background
The requested funding allocation will be used to support community engagement programs referenced in Objective 5.2 of the Broward County Animal Care and Adoption Division (ACAD) Strategic Plan for Fiscal Years 2019-2021. Informally referenced as the "Zip Code Reload Program,” activities will provide free microchips, wellness clinic services, pet housing, food, collars, leashes, ID tags and behavior information to pet owners in underserved communities. Using Geo-Mapping and socioeconomic metrics, the areas with the most need can be identified. People often surrender their pets to the County shelter due to financial constraints or the lack of community-based animal services and solutions to help them and their pets through difficult times. Broward Animal Care Officers, volunteers and staff from ACAD will be promoting these services directly to these communities and build a network to help with pet retention and keep pets in their home where they belong.

Best Friends Animal Society, which conducted a comprehensive assessment of the County shelter in November, 2018, and continues to assist and support efforts to achieve the County’s community “No Kill” goal, has offered a $10,000 match for this funding request.

Fiscal Impact/Cost Summary:
$20,000 will be budgeted in the Animal Care and Adoption Division, $10,000 will be transferred from the Commission reserve and the other $10,000 is a matching donation from Best Friends Animal Society.
