A. and C. Transferring funds out of reserve requires board approval.

B. and D. Board approval is required to authorize additional positions to the personnel cap in the Transit and Transportation Surtax Funds.

A. and C. Appropriates funding from reserves in the Transportation Surtax fund as well as the Transit fund to provide funding in Fiscal Year 19 to stand up the Surtax program in the areas of Administration, Public Works and Transit.

B. and D. Approves the creation of 133 new positions to stand up the Surtax program in Fiscal Year 2019 within Administration, Public Works and Transit.

In the Fiscal Year 2019 second supplemental budget, on April 16th 2019 the Broward County Board of County Commissioners approved appropriating $192,848,347 into reserve in the Transportation Surtax Fund. On April 25th 2019, the Surtax Oversight Board will be asked to approve $59.6M of funding in Fiscal Year 2019 to stand up the Surtax program in the areas of Administration, Public Works and Transit, which included 133 new positions. This action is requesting the approval of the Broward County Board of County Commissioners to approve the 133 new full-time positions and transfer out of the budgeted reserves to appropriate the funds to stand up the Surtax program within the Transportation Surtax Fund as well as the Transit Fund, subject to the approval by the Oversight Board.
