Requested Action
MOTION TO AUTHORIZE County Administrator to execute contracts, amendments, work authorizations, grant applications, grant awards, and other legal documents, not to exceed the approved budget for hurricane or other disaster planning and subject to approval as to legal sufficiency by the County Attorney’s Office, related to preparation and response efforts associated with disasters during the 2019 calendar year and for which there is insufficient lead time to bring the items to the Broward County Board of County Commissioners (“Board”), provided that an item be placed on the next available Board agenda to ratify any such action; and to take the necessary administrative and budgetary actions to implement the documents.

Why Action is Necessary
Board of County Commissioners' approval is required for agreements. Rapid preparation and response times are facilitated by permitting the County Administrator to execute emergency response related agreements.

Previous Action Taken

The Board approved a similar motion on May 22, 2018, Agenda Item 16, authorizing the County Administrator to execute all documents, including but not limited to contracts, amendments or revisions to contracts, work authorizations, grant applications and grant awards relating to preparation and response efforts associated with disasters; and to take the necessary administrative and budgetary actions to implement the documents, only to be exercised by the County Administrator if the timeliness requirements did not allow sufficient lead time to bring the item before the board.

REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

Approval of this item permits the County Administrator to execute documents related to disaster preparedness and response within the existing budgetary authority. Preparedness and response to disasters requires timely execution of agreements with various agencies, most significantly, the State of Florida's Division of Emergency Management, the Federal Emergency Management Agency (FEMA) and other disaster recovery funding sources. These agreements are time sensitive and failure to execute them in a prompt manner may preclude participation in programs or delay recovery efforts.
