THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s vision of "A Sustainable, Creative Approach to Community Redevelopment and Housing," through implementation of the following goals: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Strengthen stakeholder partnerships to increase the availability of affordable housing options, including purchase and rental; and Goal 3: Develop, through effective community collaboration, neighborhoods and communities incorporating intermodal connectivity, while integrating energy efficiency and other livability standards and initiatives.
On June 8, 1998, the Board of County Commissioners enacted Ordinance 93-11 pursuant to the State Housing Initiatives Partnership (SHIP) Program providing for the establishment of the Joint Local Housing Assistance Plan (LHAP), and for the approval of interlocal agreements. The Interlocal Agreements between the County and the Cities of Margate and Weston allow Broward County to implement and administer the LHAP which involves SHIP Program funds. The Florida Housing Finance Corporation requires local governments receiving SHIP funds to submit an LHAP annually or for a period of up to three years. This LHAP is submitted for the period beginning July 1, 2019 through June 30, 2022. Broward County and the Cities of Margate and Weston are eligible to receive unanticipated revenue annually under the SHIP Program to expand and/or preserve affordable housing.
The Broward County SHIP Program (excluding Margate and Weston) has received the following allocations:

The Fiscal Years 2019-2022 LHAP contains the following:
- Program descriptions of strategies.
- Proposed dollar amounts of SHIP funds to be used for each strategy.
- Estimated number of households to be served by income category.
- Estimated number of units to be constructed, purchased, or rehabilitated for each category.
- Establishes maximum allowable purchase price and property assessed value.
- Establishes maximum amount of assistance for each category.
- Proposed administrative expenditures.
- Certification to the Florida Housing Finance Corporation.
- Interlocal Agreements to run concurrent with the LHAP for Fiscal Years 2020, 2021 and 2022 for the Cities of Margate and Weston.
The Cities of Margate and Weston have reviewed and approved the LHAP. The Interlocal Agreements (Exhibit 2) are approved as to form by the Office of the County Attorney. |
