THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
The proposed actions will approve RA No. AJW-FN-ESA-18-SO-002472 for work associated with the rehabilitation of the North Runway and authorize the Director of Aviation to execute a funds transfer letter between the County and the FAA to transfer available funds from Non-Federal RA No. AJW-FN-ESA-12-7132-A to RA No. AJW-FN-ESA-18-SO-002472 to reimburse for work associated with the rehabilitation of the North Runway at FLL.
Motion A
The Broward County Aviation Department (“BCAD”) is undertaking the North Runway rehabilitation project, which is scheduled to be closed on June 3, 2019, for up to 120 days. During the North Runway closure, removal and reconstruction of the pavement will take place, impacting FAA’s equipment which includes the Medium-intensity Approach Lighting System with Runway Alignment Indicator Light (“MALSR”) light bar stations and the Runway Status Lights (“RWSL”). Both systems must be disassembled and re-assembled before and after the North Runway has been re-surfaced and reconstructed.
The FAA will provide construction oversight for the work related to the MALSR light bar stations and RWSL. The FAA will also program the electronic markings and required software changes, coordinate testing, provide a Technical On-Site Representative during the tune-up of the equipment, and coordinate all necessary flight checks for acceptance. The work will be performed prior to the re-opening of the North Runway and in accordance with FAA requirements and standards.
Approval of the proposed RA authorizes the FAA to perform work in accordance with the RA and provides reimbursable funding to the FAA in the amount of $563,230 for an initial not-to-exceed five year term.
The proposed RA was reviewed and approved as to form by the Office of the County Attorney. The RA does not include the County's standard Agreement provisions, as FAA requires the County to use its Agreement.
Motion B
On February 12, 2013 (Item No. 2), the Board approved RA AJW-FN-ESA-12-7132-A between the County and the FAA, in the amount of $9,037,307 for equipment, labor and standard overhead costs for the installation and construction work associated with Navigational Aids equipment, shelters for the equipment, and other supplementary items for the South Runway at FLL.
On December 3, 2013 (Item No.2), the Board approved the amended and restated RA No. AJW-FN-ESA-12-7132-A for an increase in the amount of $2,909,500, increasing the total RA amount from $9,037,307 to $11,946,807. The South Runway project is complete and there are remaining funds available with the FAA in the amount of $879,814.
Approval of this action authorizes the Director of Aviation to execute a funds transfer letter between the County and the FAA to transfer available funds, in the amount of $563,230 from Non-Federal RA No. AJW-FN-ESA-12-7132-A to RA No. AJW-FN-ESA-18-SO-002472 to perform work associated with the North Runway rehabilitation. It is the intent of the FAA to issue a credit to the County for the balance of funds, in the amount of $316,584. |
