PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL.
On May 9, 2017 (Item No. 2), the Board of County Commissioners approved the County Incentive Grant Program Agreement with the Florida Department of Transportation (FDOT) for design services to improve Wiles Road from University Drive to Riverside Drive. The improvements include reconstruction of Wiles Road from four to six lanes with Complete Streets elements, including designated bicycle lanes, sidewalks, drainage, lighting, signalization, landscaping and irrigation improvements. The landscaping improvements consist of a minimum 50% native species by plant types and follow the Broward County NatureScape program and Florida-Friendly Landscaping principles. The design of the project is currently 75% complete.
Motion A will provide County Incentive Grant Program funding from FDOT for construction and inspection services to improve Wiles Road from University Drive to Riverside Drive. Under this agreement, FDOT will fund 50% of the estimated $12,500,000 project cost up to a maximum participation amount of $6,250,000. The County will fund the remaining 50% of the project cost.
Motion B will allow the Director of Highway Construction and Engineering Division to timely approve and execute amendments to the agreement with FDOT. This authority would be limited to extending the expiration date or revising the standards and specifications, provided that the amendment would not result in any additional cost to the County. This delegation of authority will streamline any amendment needed due to unforeseen procurement or construction conditions.
Under the standard terms and conditions of its State-Funded Grant Agreement, the Florida Department of Transportation has the right to terminate the agreement in whole or in part at any time it determines that termination is in its best interest. Notwithstanding, County staff is unaware of any prior instance in which the Florida Department of Transportation has terminated this type of agreement with Broward County. The agreement has been reviewed and approved as to form by the County Attorney's Office and the Risk Management Division. |
