The Office of Economic and Small Business Development (OESBD) did not establish a County Business Enterprise (CBE) participation goal because this project is subject to 50% funding from the Florida Department of Transportation (FDOT). Florida Statute 255.0991 prohibits the use of a local preference program based upon business location for project funded 50% or more through State-appropriated funding; therefore, the OESBD is precluded from establishing CBE goals for this project. In addition, per FDOT guidelines, this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).
This is a Consultants’ Competitive Negotiation Act (CCNA) solicitation to engage a qualified firm to provide construction engineering and inspection (CEI) and technical support services related to the widening and reconstruction of Wiles Road from four to six lanes from University Drive to Riverside Drive.
This project is funded jointly by Broward County and FDOT through a Joint Participation Agreement (JPA). Under the agreement, FDOT is funding 50% of the project, and the County is funding the remaining 50%. The JPA is scheduled for Board Action on May 7, 2019.
The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Due to the requirements of CCNA, this RFP will not use price as an evaluation criterion; and therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP. |
