THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development reviewed the scope of work and determined that this project will not contain race-conscious goals for Disadvantaged Business Enterprises. The assignment for this project will be race-neutral because Federal Transit Administration funds are applicable (Exhibit 2).
The purpose of this contract is to provide all labor, materials, and equipment for the maintenance and support services to the Motorola Voice and Data Communications System portion of the operating equipment including Motorola, motorturbo, and turbonet systems for Broward County Transit Division.
The Broward County Transit Division reviewed the bid submitted by Econo-Comm, Inc. dba Mobile Communications, and concurs with the Recommendation for Award (Exhibit 3). One completed service evaluation and one renewal service evaluation has been completed for Econo-Comm, Inc. dba Mobile Communications; the firm has a rating of 4.64 out of a possible 5.0. Copies of the vendor performance evaluations are available upon request.
The Purchasing Agent has researched the prices submitted by the recommended bidder, Econo-Comm, Inc. dba Mobile Communications, and has determined that the prices submitted are fair, reasonable, and aligned with market analysis for the industry (Exhibit 4).
The Director of Purchasing has determined Begus Online, LLC., the low bidder, to be non-responsive for failure to submit a Buy America Certification at the time of bid submission as required by the Federal Transit Administration U.S. Department of Transportation Funding Supplement.
The Director of Purchasing has determined Radio One, Inc., the second bidder, to be non-responsive for failure to submit a Buy America Certification at the time of bid submission as required by the Federal Transit Administration U.S. Department of Transportation Funding Supplement.
The amount referenced in this agenda has been rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
There were no protests or appeals filed regarding this procurement.
The bid posted on January 28, 2019 and opened on February 27, 2019; four bids were received with no declinations (Exhibit 1).
