THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action amends the Agreement between the County and Arora, for Geographic Information System Consulting Services at FLL and HWO, to add two additional one-year renewal terms to allow completion of the GIS project.
The Office of Economic and Small Business Development (“OESBD”) established a County Business Enterprise (“CBE”) goal of 20% for this project. Arora committed to 25% CBE participation. To date, Arora has been paid $1,963,771 and has paid CBE firms $480,166 for 24.45% participation. OESBD anticipates that Arora will meet its commitment at the end of the GIS project (Exhibit 3).
On June 3, 2014 (Item No. 34), the Board approved the Agreement between the County and Arora, effective June 3, 2014, and ending June 2, 2017, with two additional one-year renewal options, for a maximum not-to-exceed amount of $5,000,000. The Agreement currently expires June 2, 2019, as the two one-year renewal options were exercised.
The County’s GIS is a compilation of data, including maps, globes, charts and reports that internally and publicly displays County resources such as land, facilities, utilities, transportation, and capital improvements. Arora provides consultant services for the Broward County Aviation Department (“BCAD”) GIS, for a variety of airport-specific projects requiring integration with other business systems and maintenance and submission of geographic information required to meet Federal Aviation Administration compliance.
The proposed First Amendment allows Arora to provide continued consultant services as needed for the completion of the GIS project. The remaining work includes integration of the BCAD GIS with the BCAD's Maintenance and Management System, continued development of new applications, development and integration of an electronic wayfinding solution and mobile GIS application, support of data improvements, refinement of existing applications, and on-going integration of project related information such as record drawings and asset identification. Completion of the remaining work will support a broad range of capabilities, safety and security enhancement, provide operational efficiencies, identify business opportunities, improve facility and property management, streamline administrative processes and enhance the customer experience.
The proposed First Amendment adds two additional one-year renewal options to the Agreement, to be exercised by the Director of Purchasing or the Director of Aviation by written notice of renewal to the Consultant. Approval of the proposed First Amendment provides for continued consultant services up to June 2, 2021, with no change to the not-to-exceed Agreement amount of $5,000,000.
