A. MOTION TO ADOPT Resolution No. 2019-259 to transmit a proposed amendment to the Broward County Land Use Plan map (PC 19-1), establishing the "Diplomat Activity Center" in the City of Hollywood, as an amendment to the Broward County Comprehensive Plan, to designated State review agencies pursuant to Section 163.3184, Florida Statutes, as amended (Commission District 6), the substance of which is as follows:

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, TRANSMITTING A PROPOSED AMENDMENT TO THE BROWARD COUNTY LAND USE PLAN OF THE BROWARD COUNTY COMPREHENSIVE PLAN WITHIN THE CITY OF HOLLYWOOD TO DESIGNATED STATE AGENCIES; AND PROVIDING FOR AN EFFECTIVE DATE.

ACTION:  (T-11:17 AM)  Approved as amended so as to address shelter capacity before the Second Pubic Hearing.  (Refer to minutes for full discussion.)  (See Yellow-Sheeted Additional Material, Item Number 50, dated March 28, 2019, submitted at the request of the Planning Council.)

Why Action is Necessary
Pursuant to Section 163.3184, Florida Statutes, as amended, the Broward County Board of County Commissioners, serving as the local governing body, shall transmit proposed amendments to the Broward County Comprehensive Plan to designated State agencies for review.
What Action Accomplishes
This action adopts Resolutions to transmit Broward County Land Use Plan map amendment PC 19-1, and corresponding text amendment PCT 19-1, to designated State review agencies pursuant to Section 163.3184, Florida Statutes, as amended.

At its March 28, 2019, meeting, the County Commission voted during the discussion of Item 51 to decouple the proposed amendment(s) from Policy 2.12.8 regarding hurricane evacuation sheltering.
Summary Explanation/Background
The Planning Council, as the Local Planning Agency (LPA) responsible for the Broward County Land Use Plan, considered the following proposed map amendment, PC 19-1, and corresponding text amendment PCT 19-1, at its January 24, 2019, public hearing, and recommended approval, subject to a second Planning Council public hearing, consistent with the Council’s revised Rules, and 1) the continued dialogue between the applicant, City, and County regarding BCLUP Policy 2.12.8 related to hurricane evacuation sheltering, and 2) clarification of the City and County’s partnership to rebate Tax Increment Financing funds to the City for affordable housing programming, including new dwelling units. (Vote of the Planning Council; Unanimous; 14-0: Blackwelder, Blattner, Breslau, Brunson, Castillo, DiGiorgio, Good, Graham, Hardin, Rich, Rosenof, Rosenzweig, Williams and Stermer). At its March 28, 2019, meeting, the County Commission voted during the discussion of Item 51 to decouple the proposed amendment(s) from Policy 2.12.8 regarding hurricane evacuation sheltering.

A. AMENDMENT PC 19-1
Amendment to the Broward County Land Use Plan - City of Hollywood

From 16.8 acres of Medium-High (25) Residential and 2.2 acres of Commerce to 19.0 acres of Activity Center, consisting of 1,500 hotel rooms; 350 multi-family dwelling units;150,000 square feet of convention center use; and 75,000 square feet of commercial/office use.

Approximately 19.0 acres; generally located on both sides of State Road A1A, north of Hallandale Beach Boulevard.

B. AMENDMENT PCT 19-1
Amendment to the Broward County Land Use Plan text corresponding to proposed Broward County Land Use Plan map amendment PC 19-1, in the City of Hollywood.
