MOTION TO APPROVE Third Amendment to the Agreement between Broward County and Presidio Networked Solutions, LLC (formerly known as Coleman Technologies, Inc.), for Cisco Equipment and Support Services, to increase the estimated annual amount of the agreement through the current set of renewal terms from $5,321,150 to $12,175,000 annually, to extend the agreement for up to five optional one-year periods after June 7, 2020, to be exercised by the Director of Purchasing, and to set and establish the estimated annual amount at $12,175,000 for each optional one-year period after June 7, 2020, for a total contract estimated amount of $122,595,450; and authorize the Mayor and Clerk to execute same.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.43, Board approval is required for all contracts for supplies and services of more than five years, and Section 21.47, Board approval is required for this amendment based on the total dollar amount of the amendment.

Extends the agreement for up to five optional one-year periods after June 7, 2020, and increases the total estimated amounts for each year of the agreement, inclusive of optional renewal periods, for the purchase of additional Cisco equipment and related services.

Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of "Consistently delivering responsive, efficient, quality services to the public and internal customers" and its Goal to "Build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality".

The Office of Economic and Small Business Development (OESBD) established no goals for this Agreement.

Cisco communications and support services (“SMARTnet”) comprise the entire network backbone of services throughout Broward County’s operations and at most of the County’s facilities, including the County courthouses and detention facilities.

The data communications infrastructure makes up over 15,000 connections for telephony, video, data, internet and wireless services. These components provide high speeds of ten gigabytes per second and include redundant components for operational needs. Every aspect of County business, as related to communications, travels upon the network of Cisco equipment. All of these components, coupled with security devices, work together to protect the integrity of County governmental data.

On June 8, 2010 (Item No. 39), the Board approved an Agreement between Broward County and Coleman Technologies, Inc., for Cisco Equipment and Support Services ("Agreement") for two years with three one-year renewal options, for a potential total value of $8,357,000.

On December 4, 2012 (Item No. 15), the Board affirmed the sole brand standardization of Cisco Systems, Inc. for equipment and services (Motion A). The Board also approved the First Amendment to the Agreement between Broward County and Presidio Networked Solutions, LLC (Presidio) (formerly known as Coleman Technologies, Inc.) (Motion B), for Cisco equipment and services to meet the future needs of County agencies, increasing the estimated total contract value to $21,407,000.

On May 19, 2015 (Item No. 38), the Board approved the Second Amendment to the Agreement to extend the term for an additional one-year period, effective June 8, 2015, in the estimated annual amount of $5,321,150, and authorize the Director of Purchasing to extend the term for four optional one-year periods, increasing the estimated total value by $26,605,750, for a total potential amount of $48,012,750 through June 7, 2020.

The proposed Third Amendment recognizes new and more favorable minimum discounts on Cisco equipment and services. Based on County estimates of future needs for Cisco equipment and services, there is a potential to save the County approximately $750,000 over five years with the improved minimum discounts. In addition to the minimum discounts under this Agreement, Presidio shall make any additional discounts available through Cisco promotions or special offerings. The proposed estimated annual costs are $8,700,000 for new Cisco equipment, $2,500,000 for SMARTnet maintenance (support services), and $975,000 for technical labor; for an estimated annual total of $12,175,000 for the last two years of the current renewal term and for each of the five additional optional renewal terms created by the Third Amendment.

The associated extension of this Agreement recognizes the multi-year, ongoing projects related to rapid expansion of network security and enhanced services. In a continued effort to safeguard the public and maintain the integrity of County operations by use of fail-safe redundancies for business continuity, these projects address a critical need for enhanced information technology security of the County’s data communications, including the expansion and new construction at the Airport, and after-action recommendations for security incidents.

This Third Amendment was negotiated in a Sunshine meeting held on March 19, 2019. The meeting was attended by representatives from Presidio Networked Solutions, Inc., the County Attorney’s Office and the Enterprise Technology Services Division.
