Requested Action
MOTION TO APPROVE Agreement between Broward County and Sirsi Corporation d/b/a SirsiDynix, Request for Proposals (RFP) No. TEC2115735P1, for Next Generation Integrated Library System (NGS/ILS) and Discovery Services (DS) System for the Libraries Division, for an initial five-year term from the date of final acceptance in the amount of $1,338,889, which includes $210,000 for optional services, and authorize the Director of Purchasing to renew this Agreement for two one-year terms at $458,000, for a total not-to-exceed amount of $1,796,889, inclusive of all renewal terms, and authorize the Mayor and Clerk to execute same.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000.
What Action Accomplishes
Provides all necessary software, hardware, and services, including ongoing support and maintenance, for a fully hosted, web-based Next Generation Integrated Library System (NGS/ILS) and Discovery Services (DS) System to replace the current CARL.X Integrated Library System.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE LIBRARIES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of "prominently marketing Broward County as a brand, while increasing public understanding of programs and services" and its Goals are to "consistently and effectively market and brand Broward County programs and services, locally and globally, through effective collaboration" and "promote to the public, through effective diversification of mediums and messages, the County’s positive works and efforts to improve the quality of life for all residents."

This item also supports the Board's Value of "cultivating community culture, arts, recreation and life-long learning" and its Goals are to "provide diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural and economically-viable community, including an annual signature event", "improve access to business development, educational, cultural, and recreational opportunities and amenities to the economically disadvantaged", "in coordination with our community partners, market and deliver world-class recreational opportunities" and "enhance funding for Library programs and various life-long-learning opportunities for our residents and visitors."

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 10% for this project. SirsiDynix has committed to meet the CBE participation goal (Exhibit 3).

The Agreement engages SirsiDynix to provide a Software as a Service (SaaS) Next Generation Integrated Library System (NGS/ILS) and Discovery Services (DS) solution to replace the current locally hosted legacy CARL.X Integrated Library System. The new fully hosted, web-based system will enable the Libraries Division to effectively manage the processes of acquiring and making available all library resources.

On March 20, 2018 (Item No. 62), the Board approved Request for Proposals (RFP) No. TEC2115735P1, Next Generation Integrated Library System (NGS/ILS) and Discovery Services (DS) for the Broward County Libraries Division. The RFP was advertised and, at the time of the opening deadline of 5:00 p.m. on April 23, 2018, three firms submitted proposals.

On July 2, 2018, an Initial Evaluation Committee meeting was held. The Evaluation Committee determined that all three firms were both responsive and responsible to the RFP requirements and would proceed to final evaluation.

On August 22, 2018, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the Evaluation Committee named SirsiDynix as the first-ranked firm.

The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from August 27, 2018 to August 29, 2018, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.

The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from August 30, 2018 to September 6, 2018, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.

Four negotiation meetings were held to negotiate this agreement: December 19, 2018; January 16, 2019; January 30, 2019; and February 15, 2019. These meetings were attended by representatives of SirsiDynix, the Libraries Division, the Purchasing Division and the County Attorney’s Office.
