Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION AND TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL.

The City of Pompano Beach recently completed road improvements along Dr. Martin Luther King Jr. Boulevard. The improvements in the vicinity of Dr. Martin Luther King Jr. Boulevard and Blount Road have resulted in traffic conditions meeting the traffic signal warrant requirements of the Manual of Uniform Traffic Control Devices at this intersection. Dr. Martin Luther King Jr. Boulevard and Blount Road are both under the jurisdiction of the City. As a result of the City's construction and Broward County's responsibility under the Traffic Engineering Agreement with the City of Pompano Beach approved by the Board of County Commissioners on November 3, 1998 (Item No. 9), the City and Broward County have agreed to share in the cost of the new traffic signal system and associated improvements. The improvements at the intersection include installation of a new traffic control system with pedestal and mast arm mounted traffic signals, traffic controller and cabinet, video detection system, traffic separator, asphalt milling and resurfacing, and new signing and pavement markings.
 
Under the proposed Joint Participation Agreement, Broward County will fund $122,254 and the City of Pompano Beach will fund $81,041 of the estimated total construction cost of $203,295. Broward County and the City will share in any additional project cost in accordance with the basis detailed in the Agreement. Broward County will be responsible for the construction of the traffic signal system and the City of Pompano Beach will reimburse the County upon completion of the project.

The agreement has been reviewed and approved as to form by the County Attorney's Office.

Fiscal Impact/Cost Summary:
The cost to the County is estimated at $122,254 plus its share of any unforeseen work resulting in change orders to the contract. Funding will come from the Constitutional Gas Tax Capital Outlay Fund (30115).
